Position Primary Purpose and General Responsibilities

Manages the activities of fleet and transportation programs in compliance with Human Resources, Procurement, University, State, and Federal policies and procedures. Position is the primary point-of-contact for contracts that relate to units overseen for the university (leasing program through DGS, car washing program, RamRide/RamSafe programs, & car sharing). Oversees and leads alternative transportation programs and RamBikes program for university. Implements and maintains programs to ensure effective and efficient management with an emphasis on safety and total operating costs. Develops system efficiency standards for fleet management, transit services, and alternative transportation programs. Identify, plan, and implement strategies for efficient and effective operations, maximizing resources and minimizing costs.

Minimum Hiring Standards

A bachelor’s degree in transportation, business, public administration, or a related field, or equivalent in education and experience.

Experience within at least 2 of the following areas:
•fixed route transportation
•on demand transportation
•transportation demand management
•alternative transportation and/or fleet

Have a focus on process management and customer satisfaction which includes progressive, demonstrated management experience in both process and personnel.

Experience with driving community engagement, collaboration with stakeholders and working in a customer centric environment.

Demonstrated contract management over a vendor outsourced operation.

Experienced in stakeholder communications and needs assessment.

Skill in establishing a data driven basis for decision process.

Strong knowledge of fleet management operations, transit systems, and maintenance and transportation software.

Experience in developing and implementing programs to reduce single driver vehicles.

Experienced in administrative, business, and procurement practices.

Excellent written, oral communication, and computer skills, including Microsoft Office with specific emphasis on Excel for data analysis.

Knowledge of vehicle licensing and title requirements/processes, and general vehicle specifications.

Demonstrated ability to effectively lead and manage diverse teams.

Demonstrated ability working in a fast paced environment and handling complex situations.

Demonstrated ability to effectively deal with department heads, faculty, staff, students, organizations (both internal and external) and the general public.

Many operations of this department operate outside of normal business hours, requiring the ability to work early morning, nights, and weekends as needed.

Must possess a valid Driver’s License.

Must be available by phone 24 hours a day, 7 days a week, except when on approved leave.

Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU .
