Position Summary

This position provides day-to-day administration, consultative services and technical support for FMLA, ADA, and workers compensation cases for employees. The FMLA & Workers’ Comp Coordinator interprets, counsels employees and ensures compliance in the Family Medical Leave Act ( FMLA ), Americans with Disabilities Act ( ADA ), and workers’ compensation laws and policies. The position develops and delivers relevant communications and trainings and serves as a key resource in developing, maintaining, and implementing improvements in FMLA, ADA, and Workers’ Compensation administration.

Required Qualifications

• Bachelor’s degree and two (2) years of experience administering leave or benefit programs OR six (6) years of related training and experience.
• Knowledge of FMLA, ADA, and other applicable federal, state and local laws.
• Knowledge of how the FMLA, ADA and Worker’s Compensation interrelate.
• Must be able to determine priorities, handle multiple tasks, and problem solve at a high level of competence.
• Should possess excellent organizational and time-management, interpersonal and verbal/ written communication skills.
• Ability to maintain confidentiality to maintain the integrity of benefits and human resources practices.
• Knowledge of Microsoft Suite (Word, Excel, PowerPoint, Outlook).

Preferred Qualifications

• 3 years of benefits-related experience administering employee FMLA leave and disability accommodation programs.
• Demonstrated ability to exercise excellent judgment, follow-through, and the use of tact and discretion in the conveyance of information.
• Ability to write clearly and professionally, to work with time-sensitive issues and to be self-directed with minimal supervision is a must.
• HR experience in a higher education setting.
• Experience with short and long term disability benefits and Workers Compensation.

Working conditions and environment

• Extended hours may be necessary to due to benefit and/or payroll deadlines
• Occasional overnight travel for UW System meetings and professional development.

Miscellaneous Information

• All duties must be performed with the highest degree of confidentiality, constantly aware of the compliance with Wisconsin’s public records laws and document retention.
• Under general direction, employee works independently towards completion of goals within established timeframes. Instructions are given both verbally and written.
• Periodic meetings with supervisor to discuss focus and goals.

Responsibility Statement

Family Medical Leave Act (FMLA)

Duties to Support Responsibility

• Intake of leave requests, sending required notices, forms and letters, and determining leave eligibility. Ensure federal and state compliance of all leaves, including certification of FMLA leaves.
• Determine FMLA eligibility, generate all necessary correspondence, review FMLA medical documentation, request clarification where necessary, determine whether or not leave is FMLA – qualifying, make appropriate designation on behalf of university and follow up as necessary.
• Communicate as necessary with employees, supervisors and departments to keep stakeholders informed and up to date through FMLA leave application process, period of FMLA leave, and return to work.
• Maintains appropriate contact with all employees on leave and coordinates all aspects of return to work for employees on leave.
• Assess FMLA claims to determine income continuation insurance coverage status. Manages requests ensuring claims are coordinated with FMLA or general medical cases. Interface with insurance providers as applicable.
• Consult with the Benefits and Wellness Specialist, as needed, to coordinate changes to benefits as a result of employee’s leave.

Workers’ Compensation

Duties to Support Responsibility

• Ensures that the workers’ compensation program is managed in accordance with applicable OSHA and workers’ compensation laws.
• Maintains confidential workers’ compensation and related medical files.
• Ensures that all reportable workers’ compensation claims are submitted to UW System in a strict timeline.
• Conducts investigations, gather information/evidence and creates documentation of all pertinent information in workers’ compensation claims. Evidence may include, but is not limited to: video, audio, pictures, interviewing employee, witnesses, supervisor, etc.
• Enter all case information into the workers’ compensation database.
• Responsible for completion of all required OSHA reports and postings.

FMLA, Workers’ Compensation and ADA Administration & additional duties

Duties to Support Responsibility

• Interprets and administers leave programs and policies in accordance with the applicable federal and state employment laws ( FMLA, ADA, USERRA, Pregnancy Discrimination Act, etc.).
• Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed.
• Works closely with employees to ensure that all relevant completed medical documentation is submitted for timely review.
• Partners closely with HR Leadership Team ( HRLT ) on all cases. Meets regularly with HRLT to review claims’ status and develops strategies for resolution.
• Manages all administrative aspects of leave and workers’ compensation claims to include tracking hours used/taken and working closely with the Supervisor, HR Service Center and Payroll to ensure that pay for employees is accurate and correct.
• Develops and maintains communication materials to ensure employees are fully informed of their rights under FMLA, Workers’ Compensation, and ADA .
• Develops and delivers educational FMLA, ADA, and/or workers’ compensation sessions to supervisors and managers on applicable laws, regulations, and procedures.
• Produces and manages reporting metrics and analytics for all leave cases and workers’ compensation claims as requested.
• Identifies, recommends, and implements process improvements to simplify leave processes and procedures and to integrate best practices.
• Assist in the planning and coordination of HR’s Annual Benefits Fair held during Annual Benefits Enrollment period.
• Backup for Benefits and Wellness Coordinator.
• Other duties as assigned by supervisor.
