The Executive Director provides management and leadership of the Procurement Office throughout the university; develops and/or supports the development of strategic and annual work plans; manages staff performance and attainment of all goals and objectives set; has final authority to conduct and conclude all university purchases in a manner that will ensure transparency, fairness and the wise expenditure of university funds in accordance with the laws of the State of Texas and policies established by the Board of Regents.

Essential Duties Summary

Oversees multiple departments managed by subordinate staff; develops and maintains policy and procedural knowledge in assigned functions; develops functional goals and objectives and strategies; monitors and reports on functional performance. Performs advisory and support services to university leadership, all departmental customers, current and prospective vendors and members of the public on all aspects of the university’s procurement activities including purchase orders, accounts payable, travel services, procurement cards, HUB program, delivery, source selection processes, contract administration and contract monitoring. Develops compliance programs and procedures to ensure the integrity of the procurement process while ensuring adherence to institution-wide compliance with applicable laws and regulations as well as campus policies and procedures. Serves in an advisory role to university committees ( SACS, Strategic Planning, Finance, etc.) on subjects impacting the college system. Evaluates and implements automated procurement processes with advanced technology in applicable purchasing functions. Oversees the accuracy and completeness of formal solicitations. Interfaces with University President, System Administrators, state and federal agents, Board of Trustees, and various external organizations as it relates to procurement operations. Regularly monitors university spend reports to ensure compliance with state required bidding thresholds. Participates in ensuring the university’s success in meeting state goals and mandates related to purchasing. Assist in the preparation of procurement documentation submitted to the Board of Regents for approval. Supervises and conducts performance appraisals on employees, measuring such performance against established goals, and making necessary recommendations. Develops and monitors departmental budget for all functional areas. Oversees vendor performance evaluations and contract compliance. Responsible for the administration of the Historically Underutilized Business ( HUB ) program. Oversees the training sessions for users and department employees. Serves as purchasing liaison to the state legislature, the Comptroller’s Statewide Procurement Division, TSU Administration, vendors and users. Performs other job-related duties as required.

Hiring Range Commensurate with experience. Education

Bachelor’s degree from an accredited college or university in Business, Finance, Supply chain management, or other disciplines related to the work of the Procurement Office. Master’s degree preferred.

Required Licensing/Certification

Certified Texas Contract Manager ( CTCM ) and/or Certified Public Procurement Officer ( CPPO )

Knowledge, Skills, and Abilities

Knowledge of all procurement process disciplines is critical. Demonstrated ability to provide effective leadership, strategic vision, supervision, professional development, and training to ensure individual staff development and achievement of organizational goals and training to department representatives. Excellent verbal and written communication, interpersonal, organizational and facilitation skills. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Must be skilled at using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to encourage and build mutual trust, respect, and cooperation among team members. Must be skilled in management of one’s own time and adhere to deadlines.

Superior customer service skills and dedication to detailed and timely work. Proficient with the ability to use personal computers and Microsoft Office Suite, Access, analytical tools and ERP systems (e.g. Banner) and other job related databases and software.

Work Experience

Minimum seven (7) years related work experience, prior procurement progressive experience in educational/governmental setting preferred. Experience with complex solicitations, contract negotiation/management. Procurement process expertise and understanding of various product and service commodities a plus.

Working/Environmental Conditions

Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stopping, lifting or carrying objects of light weight may be required.
