The Director of Fiscal and Personnel Services for the College of Health (CoH) is the chief financial officer of the unit. Reporting dually to the Dean of the CoH and the Director of Academic Budgets & Personnel in the Office of the Provost, this position oversees budget development and subsequent fiscal management for the entire College, which includes six academic Schools (Integrative Physiology & Athletic Training, Pharmacy [which includes both the Department of Biomedical & Pharmaceutical Sciences and Department of Pharmacy Practice], Physical Therapy & Rehabilitation Science, Public & Community Health Sciences, Social Work, and Speech, Language, Hearing, & Occupational Sciences), the Family Medicine Residency, more than twelve (12) centers, institutes, & clinics, and other programs. The Director serves as a liaison between the CoH Dean's Office and CoH fiscal personnel, CoH chairs and directors, Office of Research & Creative Scholarship, Business Services, Human Resource Services, Fiscal Affairs & Budget, Provost's Office, Institutional Research, and other UM administrative offices as needed.

The job expectations for this highly autonomous position include, but are not limited to:

  • Management and oversight of all fiscal operations of a complex and growing college
  • independently developing and managing budgets, including planning, assessing, forecasting, consulting and reporting for all fiscal accounts within the CoH totaling over $30 million.
  • Works closely with and in response to fiscal planning needs and goals specified by the Dean to successfully manage and perform budget forecasting for a diverse array of general, designated, auxiliary, grant, and UM Foundation funds.
  • Accountable for upholding all fiscal and personnel policies of the University of Montana and the Montana University System and has a comprehensive knowledge UM policy and procedure for accounts payable and receivable, purchasing, human resources, grant management, and accounting of revenue from tuition, sales & service, and other sources.
  • Serves as a primary point of contact for all inquiries pertaining to funding of personnel and operations, providing necessary analysis, interpretation, & presentation of data for complex decision making.
  • Creates efficiencies to streamline accounting practices across the College and ensures compliance with federal, state, foundation, and university policies relating to fiscal accounting for all intra- and extramural funds.


This position actively manages and supervises all College administrative support personnel who assist in the areas of fiscal and personnel matters through the oversight and delegation of individual unit budget management. This position works collaboratively with and provides feedback to the Dean of the College, Dean of the Skaggs School of Pharmacy, chairs of academic units, program directors for grants, and the Residency program regarding performance on fiscal activities and ensures proper training and performance reviews are conducted for accounting personnel of the College.

This position requires incumbent to develop expert knowledge of University policies, State of Montana regulations and governmental accounting principles; advanced proficiency in Banner SIS, UMDW and State accounting system; develop a working knowledge of database management systems and presentation technology; develop a working knowledge of academic accrediting body financial requirements for the academic units that comprise the college as well as the Family Medicine Residency; works to ensure compliance with all standards; and develop a sound understanding and ability to use a variety of grant application and management systems including but not limited to HRSA, NIH, NSF, DoD, state agencies, and private foundations.

Position Details
  • Position is full-time, 1.0 FTE, Montana University System (MUS) Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
  • Salary for this position is $65,000 - $75,000 per year commensurate with qualifications.




Required Education and Skills
  • Bachelor’s degree in accounting or a related field, as well as at least five (5) years of related professional experience; or any combination of experience and education that would provide the competencies required to successfully discharge the duties assigned to this position.
  • Experience with human resources and financial management systems in a work environment, preferably in an academic setting.
  • Ability to assess financial statements to determine anomalous activity, new or recurring trends and less obvious transactions.
  • Ability to predict and assess outcomes.
  • Proven ability to complete financial transactions, track activity and reconcile connections within a wide array of funds and accounts.
  • Be results-oriented, committed to deadlines, and capable of developing and executing intelligent work plans.
  • Excellent planning and organizational skills with attention to detail and a high level of accuracy.
  • Advanced knowledge of financial planning and forecasting, reconciliation, budgeting, and the principles and practices of accounting, including Generally Accepted Accounting Principles (GAAP).
  • Excellent communication skills with strong clarity in spoken and written words.
  • Strong ability to work collaboratively, cooperatively and respectfully with a wide range of colleagues.
  • Ability to handle stressful situations and possesses skills in identifying workable solutions.
  • Demonstrated ability to remain calm, cooperative, professional and positive in all situations.
  • Proven strength in exercising sound judgment consistently and predictably.
  • Ability to use a high-level of discretion and maintain a high level of confidentiality.
Preferred Qualifications
  • Master’s degree in Business Administration or Accounting (or equivalent education and work experience), including accounting coursework; and at least three years of job-related experience in office management in a supervisory capacity, with experience in performing accounting functions in a financial management system.
  • Experience with supervising staff.
  • Experience in higher education and working knowledge of UM.
  • Working knowledge of the policy and procedure for the education of health professionals and unique needs to serve rural populations.
