Johns Hopkins University (JHU), one of the world’s premier research universities, invites applications and nominations for University Registrar. Housed in the Provost’s office and reporting to the Executive Vice Provost for Academic Affairs, the JHU seeks an experienced and innovative leader that will successfully partner across the University to coordinate university-wide registration operations, cross-divisional issues, and critical university reporting and compliance requirements. The University Registrar will join Hopkins at a time of tremendous momentum and opportunity as the university has embarked on a transformative effort to reimagine registration activities and overall delivery of student services.

Under the leadership of President Ronald Daniels, JHU has been deeply focused on a strategic vision to create “One University” while removing barriers and fostering cross-divisional collaboration. The university’s Student Services Excellence Initiative (SSEI) has made substantial improvements to academic and support services and is building a new shared service organization for enrollment services.

The ideal candidate will be a committed and experienced professional who has thrived in complex, highly demanding, fast-paced environments of excellence where expectations for performance and productivity are high. The candidate will have experience as a Registrar and/or bring a deep familiarity and understanding of trends and challenges in this field. The University Registrar candidate should bring a record of successful leadership, consensus-building, and an ability to build sustaining and effective relationships with faculty, staff and University leadership.

Isaacson, Miller, a national search firm, is assisting Johns Hopkins with this recruitment. After consulting broadly across the University and with senior leadership, the firm has prepared this document, which will be shared with prospective candidates and sources. This document describes the background and context of this search, the challenges and opportunities facing the University Registrar, and the professional experience and characteristics that the ideal candidate will possess. Student Services Excellence Initiative

Johns Hopkins is deeply committed to improving each student’s encounter with the university, throughout the continuum of their experience from prospect to student through alum. In 2016, the University launched the Student Services Excellence Initiative (“SSEI”), a major university-wide strategic initiative that takes a student-centric view to ensure that at each touchpoint with a student services office or system, students and faculty will have a positive experience, encounter processes that are streamlined and simplified, and engage with modern technology that meets their needs. The ability for faculty and staff to provide more comprehensive academic and support services to students will be enhanced by reducing administrative barriers and increasing communication and reporting. The alignment and improvement of student services processes and systems will offer a more streamlined, simplified constituent-focused experience. The Role of the University Registrar

The University Registrar will be housed in the Provost’s office, reporting to the Executive Vice Provost, and have responsibility for coordinating and overseeing the specific registration functions throughout the divisions, which are university-wide in nature. Close collaboration with Institutional Research and Enrollment Research will be critical for compliance and accreditation reporting.

The University Registrar will serve on theuniversity-wide Student Systems and Data Governance Committee and the SIS Prioritization Sub-Committeeand be a key functional lead for the SSEI implementation effort. This individual will directly oversee the Deputy University Registrar and three Associate Registrars as well as other members of the University Registrar team. Additionally, the University Registrar will be supported by the SSEI team.

Core responsibilities for the University Registrar include:

    Oversee the office of the university registrar which currently supports all functions for Homewood schools Participate as a functional lead in the development and implementation of the shared service organization for enrollment services that will include providing registration, financial aid, and student accounts services to other JHU divisions Compliance related activities, partnering with financial aid and other functions as necessary to
    ensure efficient and timely compliance with Title IV, Family Educational Rights and Privacy Act
    (FERPA), and other regulations Ensuring accurate and consistent reporting of statistical information for internal and external use and collaborating with institutional research on the university-wide IPEDS report to the state
    and federal government Reviewing, advising, and enforcing university-wide academic policies (e.g. dual/joint degree
    agreements, etc.)

The University Registrar will partner closely with school-based registrars and student account leads which report through their school-based organizational structure. The position will be responsible for partnering with schools in development of shared policies, processes, service delivery and personnel decisions including:

    Divisional academic policy (e.g. academic standing, grading policies/grading scales, graduation
    clearance policies, etc.) Compliance activities related to divisional accreditation; Divisional operations management, including registration processing, management of budget,
    commencement exercises, etc. Personnel management, including divisional resourcing decisions, performance management
    and compensation for their staff

Challenges and Opportunities

The overarching challenge for the University Registrar will be to enhance coordination and capability around registration issues as JHU embarks on a transformational initiative to improve student services.

Formally coordinate university-wide registration policy and operations

The University Registrar will serve as the central voice and driver on university-wide reporting and compliance issues and must work to foster greater communication and collaboration with other campus units including Financial Aid and Bursar. The University Registrar will coordinate and communicate information from the University level to Registrars at each division while serving as a primary point of contact for other units across the University on registration-related issues. The University Registrar will ensure establishment of a university-wide business continuity plan for the registration function and manage any future shared service operations and/or vendor relationships that directly support the registration function.

With continued growth of interdisciplinary programs and course offerings, the University Registrar will collaborate closely with divisional-based registrars and other leaders to obtain a keen and nuanced understanding of the challenges around cross-divisional registration at Hopkins. The University Registrar will bring the university-wide perspective to tackling challenges around academic calendars and drive progress towards a streamlined and improved student experience.

Serve as registration functional lead for SSEI implementation

The University Registrar will provide leadership to the implementation of the recommendations arising from the Student Services Excellence Initiative. Currently, challenges exist to access comprehensive, university-wide data as well as information specific to students within schools. Hopkins is currently operating on an unsupported legacy system where data often resides in different formats across schools. For the next few years, Hopkins has prioritized the effort to bring online a next generation student information system and customer relationship management system. The University Registrar will play a key strategic role in aligning registration priorities, both university-wide and within the divisions, with the broader SSEI implementation.

Represent registration issues and priorities across the university and with leadership

The University Registrar will work to enhance communication and information sharing among administrative units to improve performance. The University Registrar will have the opportunity to represent the registration perspective with university leadership to anticipate future potential challenges and facilitate success. Through presentation at meetings of the Council of Deans and in other settings, the University Registrar will advise on academic policies and procedures.

Provide leadership and training for registration units across schools

The University Registrar will be asked to establish and maintain coordination mechanisms within and across schools and functions. The opportunity exists to develop a strong enterprise network that leverages the talents and experiences of a dedicated registration team across JHU. A standing registrar committee or registration/financial aid/student billing cross-functional committee, for example, could encourage information sharing, greater automation and efficiency, and provide opportunities for sharing best practices and industry trends. The University Registrar will seek out and identify professional development opportunities for registration professionals across Hopkins to enhance performance and collaboration.

The University Registrar will broadly help identify issues and solve problems and provide thought leadership on improving the student experience. The University Registrar will provide leadership in bringing changing information technology to bear on enhancing business processes and service delivery and support data-driven decision making.

Candidates should bring a record of successful leadership, administrative experience, the ability to build consensus in an academic environment spanning a variety of educational areas, and a deep commitment to diversity and educational success.

This position requires a person who enjoys the challenge of developing relationships and credibility with individuals across the university, including superiors, peers, and subordinates, to support the President’s vision and help Johns Hopkins realize its mission. These relationships will be critical, as the University Registrar will have to work alongside faculty, staff and leadership in developing solutions, options and optimal outcomes, on issues both large and small.

The University Registrar will be expected to acquire a comprehensive understanding of the key issues for the relevant Johns Hopkins academic divisions. Given the decentralized nature of the institution, the University Registrar will need to become broadly informed about, and sensitive to, the diverse needs and concerns of the many members of the Johns Hopkins community. The Search Committee understands that no single candidate will have all the ideal qualifications, but seeks candidates who bring many of the following experiences, abilities, and qualities:

  • The capacity to help continue establishing the role in the broader university and providing leadership across a complex university registrar’s office
  • Grasp of compliance standards required by federal and state laws and regulations regarding student records, privacy, reporting, and funding; knowledge of compliance standards for government reporting for international students and students eligible for VA benefits
  • Understanding of nationally recognized practices and procedures for registrars including registration and records management, degree audit systems, transcript practices, evaluation and projection of classroom space requirements and evolving best practices in records and registration
  • Experience implementing and/or working with existing technologies used to support registrar functions, including student information systems.
  • Awareness of emerging technology trends and how they may be used to improve registration operations and student experience
  • Knowledge of educational leadership and administration, higher education structure and governance and factors that impact decision making at private research institutions
  • Ability to work within a large and complex university and tackle complex challenges with the savvy and sophistication to be successful
  • Ability to negotiate effectively, build consensus and influence institutional decisions
  • Demonstrated knowledge of theory and practice of student development
  • Outstanding listening and written and verbal communication skills with a commitment to proactive communication, inclusiveness, transparency, and consensus building; a visible and strong leader who values a collaborative environment
  • Experience representing an institution’s perspective to external entities
  • A commitment to absolute data integrity, impeccable recordkeeping, and overall compliance with University, state, and federal regulations
  • A successful record of developing, implementing, and enforcing policies and processes that foster a sense of consistency and clarity in an organization
  • An ego-less but firm leader who is flexible and open to new ideas; a natural tendency towards providing the highest level of customer service
  • Master’s degree is required; a terminal degree is preferred.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
