Position Summary

The Vice President for Public Service and Outreach of the University of Georgia ( UGA ) invites applications for the position of director of the Carl Vinson Institute of Government.

The director of the Vinson Institute is responsible for planning, directing and managing the delivery of governmental services, applied research and training to all levels of government in Georgia. The director also manages the large administrative, personnel, and fiscal operations of the unit. The position is high-profile as it interacts with important external governmental stakeholders with varying interests and backgrounds in Georgia. The position requires significant travel for meetings with elected and appointed officials and governmental associations. The director maintains a presence in Athens (home base) and in the Institute’s office in Atlanta. The director is a member of PSO’s senior leadership team.

Along with overall management of the Carl Vinson Institute of Government, the director represents the Institute within the university community and with broad and diverse constituencies outside the University. Strong communication and interpersonal skills are required as well as an appreciation for the complexities involved in working on varied issues in a public setting.

Key Responsibilities:
• Plan, direct and manage a coordinated strategy for the delivery of governmental services, applied research and training to all levels of government in Georgia;
• Partner with broad constituencies outside the University to make governments of all levels more effective and efficient;
• Manage personnel, programs, and budgets of the Institute;
• Work to secure external contracts, grants and private funding to support the unit’s portfolio of work;
• Establish and maintain effective relationships with governmental leaders at the state and local level including: executive branch officials, legislators, agency personnel, judicial administrators, mayors, county commissioners, city council members, city and county managers, city and county clerks, and governmental associations in Georgia and nationally;
• Partner with outreach and academic units within the University to further UGA’s outreach mission in Georgia, including the seven other PSO units, the Office of the Vice President for Government Relations, the Atlanta economic development office, and the School of Public and International Affairs;
• Maintain and strengthen the Institute’s expertise in and reputation for providing neutral, objective data-driven expertise to state and local government; and
• Work to enhance the Institute’s reputation as the nation’s largest university-based provider of governmental services and training.

Additional Requirements

A terminal degree in public administration, political science, law, or related field.

Relevant/Preferred Education, Experience, Licensure, and/or Certification

• A distinguished record of managing a comprehensive governmental, economic development or community development service-delivery organization within a large public university
• A track record of executive level leadership managing a large staff and fiscal portfolio
• Extensive background working with state and local governments and a track record of maintaining effective relationships with elected and appointed officials, agency department heads and staff, and other public officials
• A track record of successful fundraising

Preferred Knowledge, Skills, Abilities and/or Competencies

• A deep understanding of the state of Georgia, its governmental structures, demographics, and communities
• A demonstrated understanding of the land-grant mission and the University’s role as a public service and outreach organization
• A commitment to maintaining the highest standards of excellence and integrity in delivering services and training to all levels of government
