The Business Analyst is an authoritative contact for technology in Student Records, supporting multiple applications including PeopleSoft Campus Solutions, Image Now Perceptive Content, RoboReg Credentials Solutions, CollegeSource TES, etc. The Business Analyst has a balanced understanding of Student Records business needs, processes, and relevant technology and is expected to stay abreast of both business and technology trends to understand how similar areas in other institutions are using technology. The Business Analyst is responsible for the functional use, testing, maintenance and compliance of technology and data related to their area. In addition to these responsibilities, the Business Analyst has functional responsibilities specific to Student Records to ensure the functional use of technologies and the processes related to them are positively impacting the user experience. The Business Analyst educates and informs others in their area about College of Lake County’s technology tactics and strategies, and trains colleagues as necessary on maximizing their use of technology and data.

Required Qualification

SKILL REQUIREMENTS :
Functional and technical knowledge of PeopleSoft; Analytical and problem solving skills; Proficiency in Excel, relational databases, BI Publisher, IMB SPSS, SQL and Report Writing. Solid analytical and critical thinking skills, strong attention to detail, and excellent organizational skills. Ability to work independently, manage multiple workloads, and meet deadlines. Desired Qualifications

• Familiarity with Student Information Systems
• Demonstrated experience and proficient knowledge of Excel, relational databases, SQL, and report writing.

Summary of Essential Functions

1. Acts as the primary functional technical partner for Student Records (SR) leaders, users and IT staff for the area’s products/applications, including but not limited to, PeopleSoft Campus Solutions, Image Now Perceptive Content, RoboReg Credentials Solutions, CollegeSource TES, etc.
a. Leads SR efforts in data support, configuration, implementation, testing & maintenance
b. Identifies, analyzes, categorizes & prioritizes SR business needs with leaders
c. Assists IT in researching, assessing, selecting, & implementing technology solutions to meet those needs
2. Leads testing of product patches and upgrades and schedules department application software upgrades to ensure seamless transition to new products and versions.
a. Initiates, conducts & oversees user testing for all solution changes, enhancements, upgrades and patches.
b. Develops and manages test scripts and scenarios and assist staff during testing
c. Troubleshoots, reports and works with IT to resolve testing issues
3. In partnership with SR leaders and users, manages, maintains & protects the integrity, accuracy, and regulatory compliance of all data
4. Uses data reporting tools and languages ( SQL ) to optimize system efficiency, to manipulate and extract data and provide reports.
a. Provides accurate and timely data in the appropriate format for internal and external reporting, including those related to the College’s key performance indicators and those of state and national regulatory bodies.
b. Designs and creates extracts for data analysis and validation, monitoring and validating batch and manual processes, identifying functional problems for audits, and assisting with other ad hoc data needs as required.
c. Interprets complex requests to design and implement accurate reports that meet the requester’s needs. Trains users to run reports as appropriate.
5. Develops and delivers SR-specific technology training sessions; assists and supports end users in the use of technology to perform desired functions and procedures.
6. Administers user accounts and access in SR-related technology solutions, implementing position-based access whenever possible and maintaining an access log of assigned permissions.
7. Partners with SR leadership and the Director of Application Services to design the annual project plan goals and outcomes; reports monthly on goal project statuses and SR tasks.
8. Partners with business areas and IT to recommend, design, develop, implement, test and maintain functionality in identified enterprise (College-wide) systems. This includes new initiatives within existing solutions and newly acquired solutions.
9. Documents information system requirements and reports inefficiencies and gaps.
a. Expertly consults with key stakeholders to create and document clear expectations and requirements prior to configuration/customization of solutions.
b. Assists in developing solutions to system gaps or development flaws with product vendors, SR, and IT.
c. Proactively identifies and resolves potential issues.
10. Is the subject matter expert for SR; stays current on industry trends and emerging technologies, and analyzes the ways in which other employers and vendors leverage technology to continuously improve College and SR efficiency and effectiveness.
11. Serves as Project Manager on assigned SR projects.
a. Identifies and compiles user requirements, recommends best practices, defines project scope, assesses and recommends vendors when appropriate, completes detailed project design specifications to be used as the guide for implementation.
b. Creates project plans and executes according to schedule, sets and meets expectations for project progress and completion, and ultimately ensures the project deliverables are complete, sufficient, and high quality.
c. Creates and employs a communication strategy to keep all stakeholders and project partners abreast of project progress, schedules and leads regular meetings, setting and reviewing project progress, and gathering user feedback along the way.
d. Coordinates and leads user acceptance testing of all new functionality and works directly with vendor/IT to resolve issues that arise.
e. Documents use of new functionality and corresponding business practices; coordinates and leads training for all key stakeholders, including students; develops and maintains internal and public-facing reference guides and videos.
f. Regularly tests and maintains newly implemented technology solutions, serving as point of contact for newly encountered issues and regularly checking in with key users for feedback and potential enhancements.
12. Leads and coordinates business process analysis, researches and recommends opportunities to optimize practices in alignment with the technology solution capabilities.
13. Identifies and makes recommendations to creatively leverage the use of technology to improve efficiency and eliminate manual processes. Implements recommended improvements when approved.
14. Designs, documents, and communicates departmental processes, procedures and Technology user guides.
15. Documents and maintains SR system-related business processes.
16. Understand higher education academic policies and procedures related to Student Records, including enrollment, transfer processing, grading, and graduation; evaluate policies and procedures and recommend changes as appropriate.
17. Encode and maintain degree audit tables; collaborate with advisors, faculty, and staff to ensure accuracy of requirements and programming.
18. Design, implment and manage custom SR and Enrollment Services processes, including online petition processing, General Education Core Completion auditing and awarding, advising note and early alert funcionality and batch advisor assignment.
19. Oversee the auto-award completion process; maintain all related set-ups, scheduling, and reporting; analyze report results, verify eligibility, and manage award process.
20. Design, implement and manage Communication Generations for Enrollment Services at large, using BI Publisher to create dynamic communications.
21. Manage End of Term processing, including degree conferral, National Student Clearinghouse reporting, advisor assignments, early alert configuration, compliance-related program changes, etc.
22. Assist in daily departmental processing, including processing course exceptions, program changes, grade changes and enrollment requests; producing and receiving transcripts; processing applications and assisting with account access resolution, etc.
23. Respond to Help Desk tickets related to student and staff access issues; troubleshoot end-user encountered system errors.
24. Attends workshops, seminars, conferences and other meetings concerning new and/or updated informaiton related to SR systems and products.
25. Participates in regular meetings with the Director of Application Services, Enterprise Resource Planning Committee and other technology-related team meetings or trainings as assigned.
26. Performs other duties as assigned that support student success and the misison, vision and values of the College of Lake County and Student Records.
