Job Summary

Under the general direction of the Title IX Officer, the Title IX Analyst provides case management support and assists with varied complex duties, tasks, and projects involving a full range of policy and administrative issues. The position is responsible for supporting the implementation of significant aspects of university compliance with California State University (CSU) Executive Orders regarding discrimination, harassment, and retaliation among employees, students, and third-parties; facilitating appropriate responses to reports of discrimination, harassment, and retaliation in accordance with the applicable CSU Executive Orders and state and federal laws; communications with parties and witnesses; notetaking during intake and investigation interviews; research; and drafting investigative summaries and reports.

This position is classified as "Confidential" in accordance with the provisions of the Higher Education Employer-Employee Relations Act (HEERA). The incumbent regularly performs duties that require access to confidential information, which contributes significantly to the development of management positions and responses. This position works directly with the Title IX Officer and the Title IX Investigator in the collection, organization, presentation and review of sensitive and confidential data on a wide range of matters, including but not limited to staff and MPP actions, labor issues, investigations, litigation strategies, settlements and/or resolutions of claims; and other related personnel matters.

Key Responsibilities

  • Take initiative in the development and completion of projects, review reports, organize and plan activities under the direction of the Title IX Officer.
  • Responsible for implementation of a variety of projects from beginning through evaluation.
  • Coordinate and track activities to ensure the timely completion of projects and investigations.
  • Provide detailed analysis, monitoring, forecasting, and recommendations for compliance measures under the leadership of the Title IX Officer.
  • Coordinate and support Title IX education and training programs.
  • Schedule and arrange interviews and meetings.
  • Coordinate communication and record keeping for interactions with members of the campus community who express DHR and/or other related workplace concerns.
  • Oversee and update Title IX related publications including brochures and the website.
  • Research and analyze information needed for resolving issues and problems, and provide recommendations for action and program or system improvement.
  • Collect, analyze, and synthesize reports of discrimination, harassment and retaliation data, and provide recommendations on reporting strategies.
  • Serve as the subject matter expert of the Title IX case management system (Maxient) and offer case management system assistance to users.
  • Compose correspondence and reports, including annual reports to the Chancellor’s Office and campus senior leadership.
  • Draft and send correspondence for participants in investigations or resolution processes.

  • Knowledge of and ability to interpret federal and state laws regarding discrimination, harassment, and retaliation.
  • Basic knowledge of the principles of human resources and employee relations issues.
  • Knowledge of research techniques and statistical methods.
  • Exceptional communication and interpersonal skills, including the ability to be impartial and establish rapport with a diverse range of campus community members.
  • Demonstrated ability to exercise superior judgment with the ability to manage highly sensitive and confidential communications.
  • Demonstrated commitment to serving a diverse population with cultural competence and sensitivity, as well as the ability to work with a wide range of constituencies including staff, students, faculty, administrators, and third parties with diplomacy and tact.
  • Possession of strong organization and analytical skills.
  • Ability to maintain confidentiality, exercise good judgment on sensitive matters, and appropriately handle sensitive communications with employees and external agencies.
  • Ability to make decisions in situations where guidelines do not exist.
  • Ability to define problems, establish facts, collect data, draw conclusions and to effectively present information when responding to questions from internal and external customers.
  • Ability to understand problems from a broad, interactive perspective, and to conceive of and develop strategic solutions.
  • Ability to investigate and analyze information, reason logically and draw conclusions.
  • Ability to quickly learn and apply a variety of state, federal, CSU and SJSU policies and procedures.
  • knowledge of shared governance, collective bargaining and collegial interaction within a university.
  • Demonstrated ability to create, compose and edit complex reports, correspondence and create effective presentations.
  • Ability to handle a significant caseload and manage multiple priorities and deadlines in a timely manner.
  • Ability to build relationships and establish collaborative partnerships across the University.


Required Qualifications

  • Bachelor’s degree or professional training program specific to the position and directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position
  • Three years of administrative work experience Input required qualifications


Preferred Qualifications

  • Experience in a higher education setting
  • Professional experience facilitating or administering investigations
  • Title IX Investigator training
  • Demonstrated knowledge of shared governance, collective bargaining and collegial interaction within a university
  • Demonstrated knowledge of CSU policies and procedures
  • Demonstrated ability to interpret, develop and apply policies
  • Demonstrated ability to read and interpret legal documents
  • Paralegal experience and/or training




Compensation

Classification: Confidential Administrative Support II
Hiring Range: $4,233/month - $9,514/month
