Job Description

The primary goal of this position is to provide direct supervision for between 13 and 25 EFNEP and SNAP-Ed Program Assistants (PAs) and an Area FNP Program Support Technician (PST) to ensure the effective delivery and evaluation of the FNP program within an assigned district.

Key responsibilities include:

· Directly supervising Program Assistants (PAs) and Program Support Technician (PST)

o Recruiting, interviewing, hiring, monitoring, and evaluating (based on performance plans) PAs and the Program Support Technicians (PSTs) in his/her assigned area

o Coaching and providing technical assistance to PAs and the PST to ensure success and compliance with standards

o Reviewing expected caseload of clients and/or youth based on statewide standards of PAs on an ongoing basis; working with Human Resources to communicate and identify appropriate disciplinary action when PAs not performing to standards

o Collaborating with the trainer to ensure PAs obtain the necessary new and ongoing trainings on programming, evaluation/reporting, and food and nutrition subject matter

o Working closely with the state Fiscal Technician and Program Manager of Evaluation to ensure PSTs obtain the training and support for data entry, evaluation, and reporting

o Providing ongoing timely updates

· Ensuring fiscal and program integrity and fidelity by:

o Staying current on policies and procedures of VCE, Virginia Tech, and USDA

o Reviewing budgets, purchase requests, records, reporting, and teaching

o Reviewing and approving all purchases by PAs and the PST to ensure allowable expenses

o Periodically reviewing PAs’ calendars and plans to insure that time and travel are planned for maximum efficiency and that appropriate/approved lessons and activities are planned for clients or youth

o Providing guidance to PAs in making referrals of FNP clients to other agencies and in obtaining referrals.

o Conducting bi-yearly audits and reviews of Family Records and other records kept by PAs to insure that they are accurate and up to date

o Monitoring online reporting and activities of PAs and PST, including the GREEN System, WebNEERs, and DSS Logs

o Meeting with PAs (6 visits per year) to discuss teaching methods and provide guidance concerning FNP policies and procedures.

o Observing PAs teaching clients twice a year in order to assess their teaching methods and to gain insight for performance evaluation

o Making impromptu visits to clients, or volunteer leaders (without presence of PA) if special problems warrant such action

o Managing FNP operating budgets covering the units under his/her supervision, as well as own expenditures, as follows

· Collaborating with FNP state team, other Area Coordinators, VCE, USDA, and community partners, as needed, such as:

o Engaging in ongoing state team calls and meetings to discuss PA, PST, district-level, and community issues/needs to identify system-level solutions

o Communicating with District Director, Unit Coordinators, district Agents and staff, and local and state government officials and legislators on FNP impacts to promote collaboration and integration across VCE

o Serving as program representative on appropriate state level coalitions and task forces and attending state and national meetings

Required Qualifications

Master's Degree in Educational or Organizational Leadership; Youth Development; Nutrition, Health, Family and Consumer Sciences; Human Development; or related area. A minimum of three years of supervision experience is required. Strong communication (in-person and remotely) and organizational skills. Experience working with limited resources audiences.

Preferred Qualifications

Experience with community-based nutrition programs. Experience and/or knowledge of Cooperative Extension, such as 4-H Youth Development, FCS, EFNEP, and/or SNAP-Ed.
