The Department of Psychiatry is seeking aClinical Social Work Managerto provide leadership to the ED consult team and services and continuity of care to clients/patients seen in the Howard County General Hospital Emergency Department.

The Clinical Social Work Manager completes psychiatric evaluation and diagnosis of psychiatric disorders and substance abuse evaluations. Works with multidisciplinary team in the Emergency Department to provide quality psychiatric service. Obtains all insurance authorizations necessary to treat patients. Supervises clinical psychiatric social work staff of the Emergency Department. Is knowledgeable of Mental Health Resources in Maryland and proficient in formulating and implementing treatment and disposition plans. Maintains working relationships with other departments at Howard County General Hospital and outside agencies to facilitate continuity of care. Documents all clinical activity in accordance with Johns Hopkins, and State of Maryland regulations. Requires rotating shift schedule of days, evenings, nights, holidays, and weekends for emergency department coverage.

Specific Duties and Responsibilities:

  • Responds in timely manner to requests from Emergency Department physicians for psychiatric consultation.
  • Performs psychiatric assessment, formulates diagnosis, and in consultation with referring physician recommends and completes appropriate disposition.
  • Discusses case with Attending Physician to determine if the patient has been cleared medically and to determine why a consult is requested.
  • Provides requesting physician with results of assessment and disposition plan.
  • Reviews chart, obtains all appropriate insurance authorizations before providing service to patient.
  • Contacts insurance providers in order to obtain authorizations needed to complete disposition and documents in chart.
  • Interviews patient and performs psychosocial assessment, mental status examination and past psychiatric history.
  • Contacts family or any collateral informants necessary to provide information necessary for completing an assessment.
  • Formulates an appropriate treatment/disposition plan for patient in collaboration with on-call psychiatrist.
  • Develops a knowledge base of Mental Health Service System necessary to make the most appropriate clinical disposition.
  • Effectively troubleshoots systems when problems arise effecting a clinically necessary disposition.
  • Assures that appropriate documentation is complete according to standards to carry out treatment/disposition plan.
  • Completes contacts necessary to arrange for appropriate disposition of case and independently resolves problems with complicated dispositions.
  • Is aware of time constraints of patient flow in the emergency department and paces work accordingly; delegating tasks to staff as needed; and consistently evaluates patients during shift.
  • Provides appropriate sign out either verbally or written on clinical and disposition status of patients to next shift staff member.
  • Works as a team member with all members of the weekday/evening/weekend emergency consultation team.
  • Attends staff and administrative meetings as assigned or deemed appropriate.
  • Develops and maintains collegial working relationship with all ED Staff.
  • Develops and maintains working relationships with other hospital departments, including population health, the adult ED, and peds ED, and outside agencies (Humanim, Waystation) to promote collaborative care for patients seen in the ED.
  • Develops and monitors social work and support services budgets in assigned area of responsibility.
  • Establishes effective organizational structures, staffing, and processes.
  • Supervises the work of several social workers and/or clinical professionals, provides administrative leadership, and provides clinical direction for social work and case management services. Provides clinical direction and leadership to social work staff by consultation, supervision, and educational initiatives. Ensures timely and effective onboarding and provides ongoing support to staff.
  • Provides ongoing clinical instruction and consultation to staff and the multidisciplinary team. Ensures staff remains current on policies and procedures and all requirements to ensure continued accreditation all regulatory agencies. Assesses clinical strengths and needs of staff and develops/implements a plan to address needs.
  • Assigns tasks based on patient needs and staff competency.
  • Manages weekly schedule to ensure appropriate coverage for ED consult service.
  • Manages monthly call schedule for ED social workers to ensure appropriate back-up coverage for the ED consult service in times of surge.
  • Supervises LGSW’s as needed so that candidates can achieve independent clinical licensure.
  • Supervises psychiatric social work clinicians in the ED and completes all relevant job performance evaluations.
  • Works with the Hospital’s Lean Six Sigma Team on Lean Projects related to the ED Consult Service.
  • Evaluates processes and performance of all team members to ensure the highest level of efficiency and productivity.
  • Completes weekly audits of patients seen on emergency petition for adherence to state law and ensures that appropriate documentation is in place to ensure regulatory compliance.
  • Responds to Heroes, which are patient safety reports, related to the ED Consult Service.
  • Completes OPPE and FPPE evaluations on staff members as required by the HCGH Medical Staff Office.
  • Attends twice daily RTR (Real-Time Resources Planning Meeting) calls with HCGH leadership to report on status of the ED Consult Service.
  • Providesdocumentation of all clinical and nonclinical activities. Maintains client files in appropriate manner and complies with Johns Hopkins accepted record keeping practices. Charts are above 85% complete at chart reviews. Knows and can implement all State of Maryland /Insurance/ and Federal mandated documentation. Documents clinical assessment of all clients evaluated on the JHH Standard PES. Evaluation form. Assessment information on PES has 95% completion rate. Documents all activities according to standards.
  • Performs miscellaneous related duties as assigned.

This is a required attendance, onsite, clinical operations position.

Minimum Qualifications:

  • Master’s degree from a program accredited by the Council on Social Work Education or an equivalent organization approved by the Council on Social Work Education. Licensed Certified Social Worker Clinical (LCSW-C), licensed by the Maryland Board of Social Work as a LCSW-C. Certification as a board certified social work supervisor required.
  • Five years relevant clinical social work experience including 2 years related lead or supervisory experience.
  • Must maintain license and certification for duration of employment.

Additional Knowledge, Skills, and Abilities:

  • Work requires the knowledge of theories, principles, and concepts typically acquired through completion of a Master’s degree in Social Work.
  • Work requires the analytical skills to resolve problems that require the use of basic scientific, mathematical, or technical principles.
  • Work requires the ability to communicate effectively both orally and in writing and provide empathy in difficult interpersonal situations.
  • Work requires proofreading and/or reviewing documents.

Technical Qualifications or Specialized Certifications:

Licensed Certified Social Worker Clinical (LCSW-C), licensed by the Maryland Board of Social Work as a LCSW-C. License must be maintained for duration of employment. Certification as a board certified social work supervisor required.

Physical Requirements:

Sitting, standing and walking for extended period. Reaching by extending hand(s) or arm(s) in any direction. Finger dexterity required to manipulate objects with fingers rather than with whole hand(s) or arm(s). Ability to move standard equipment through a hospital or clinical environment.

Working Conditions:

This is a required attendance, onsite, clinical operations position.

Requires varying shifts, including days, evenings, nights, holidays, and weekends.

Work is generally performed in the Emergency Department PHU where the conditions can be unpleasant and/or hazardous.
