Duties and Responsibilities

Essential Duties and Responsibilities
The Police Chief directs and coordinates the activities of the LC Police Department, provides leadership for a full range of Campus Police programs and services designed to meet the needs of an educational institutions and represents the department and college with local, regional, state and national law enforcement agencies, committees and organizations.

Characteristic Duties and Responsibilities
  1. Provides leadership to the Campus Police Department to assure effective implementation of programs for campus security, emergency response, traffic control, training, and law enforcement.
  2. Designs programs and procedures to successfully integrate law enforcement requirements into the college environment.
  3. Assures compliance with applicable laws, regulations, policies, and procedures.
  4. Structures programs to emphasize a commitment to service, teamwork, and integrity.
  5. Develops monitors and enforces programs designed to manage crime prevention by providing 24-hour patrol of the campus grounds.
  6. Consults with college and campus police supervisors and employees on employee relation issues and provides counseling and guidance for problem resolution.
  7. Draws on experience in law enforcement environment to design, implement and market campus police programs to include effective communication efforts to promote understanding about these programs.
  8. Conducts criminal investigations and coordinates with law enforcement officers from other jurisdictions.
  9. Plans and monitors the operating budget for the Campus Police Department. Identifies short- and long-term planning and budgeting needs to keep programs current and in line with college goals and timetables.
  10. Supervises the work of Campus Police staff. Makes recommendations for selecting and terminating staff, conducts performance reviews, recommends personnel actions and resolves employee issues.
  11. Implements new technology to upgrade police services, protect life and property and streamline processing within the department.
  12. Ensures all officers are up to date on their Laredo College Campus Police Department Standard Operating Procedures Manual.
  13. Ensures all Campus Police Officers are in compliance with Texas Commission on Law Enforcement mandates and firearms proficiency.
  14. Supervise, monitor, and operate CCTV system and Emergency-Talk-a-Phones.
  15. Ensures that all Campus Police Officers are in compliance with the Texas Commission on Law Enforcement mandated trainings.
  16. Evaluates Campus Police personnel.
  17. Checks and reviews all police criminal and incident reports.
  18. Responsible for maintaining the Laredo College Campus Police Department in compliance with all state and federal audits and required reports.
  19. Perform related duties are required.


Qualifications/Certifications/Licenses/Skills

Required:
  • Minimum of Associates Degree in Criminal Justice or Closely Related Field; and/or fifteen years related experience in law enforcement and/or training; or equivalent combination of education and experience.
  • Must agree to obtain an Associates or Bachelor's Degree within three years from date of employment.
  • Ten (10) years of experience in law enforcement, including at least five (5) years in a leadership/administrative position.
  • Valid Texas Drivers License or must be able to obtain within 6 months after appointment.
  • Valid Texas Peace Officer License or must be able to obtain with 1 year after appointment.
  • Minimum of Advanced Peace Officer Certification or able to obtain with 1 year after appointment.
  • Must be able to meet all Texas Commission on Law Enforcement Officer Standards and Education requirements for employment as a police officer.
Preferred:
  • Bachelor's Degree in Criminal Justice or Closely Related Field.


Knowledge, Skills and Abilities

  • Experienced in the use of personal computer software programs such as Microsoft Office.
  • Knowledge of principles and practices of law enforcement, techniques of criminal investigations, police report writing, traffic control procedures.
  • Ability to communicate effectively both orally and in writing.
  • Ability to demonstrate human relations skills in establishing and maintaining effective work relations with students, employees and the public.


Additional Information

Supervision Exercised
Supervises all police officers both campuses, two campus police telecommunications operators and part time police aides.

Supervision Received
The Police Chief is under the supervision of the Information Technology and Safety Officer.
The Information Technology and Safety Officer assists and supports the Campus Police Department by providing resources that are needed for the department to operate successfully.

Physical Requirements
While performing the duties of this job, the employee is regularly required to sit.
The employee is occassionally required to stand, walk, stoop, kneel, or crouch.
The employee must occassionlly lift and/or move items weighing up to 50 pounds.

Work Environment
Work is performed in a standard office environment.
Work-inside a well-lighted and air-conditioned area most the time.
The noise level in the work environment is usually quiet to moderate.
Work may also be required in an outside environment.

Immediate supervisor may assign other duties.
