Position Primary Purpose and General Responsibilities

Virginia Commonwealth University’s Rehabilitation Research and Training Center ( RRTC ), School of Education, is seeking a Monitoring and Support Supervisor who will serve as a member of the National Training and Data Center ( NTDC ) Monitoring and Support Team. The Monitoring and Support Supervisor will perform a variety of administrative duties in support of Social Security’s efforts to improve project compliance with program standards and enhance program outcomes of community-based Work Incentives Planning and Assistance ( WIPA ) programs nationwide. The Supervisor will report to the NTDC Project Director and serve as the immediate supervise for the two Monitoring and Support Specialists. Specific duties include:

•Meet weekly with the NTDC Project Director develop work assignments and timelines for the Monitoring and Support Staff units;
•Serve as direct supervisor for the two Monitoring and Support Units Specialists, including providing continuous feedback and performance evaluations;
•Collect program data through reviews of annual and quarterly WIPA project reports and other administrative documents to assess project compliance with performance standards and requirements;
• Develop detailed written reports and deliver in-person and virtual verbal presentations to NTDC leadership and Social Security staff summarizing the results of data collection activities;
•Accompany Social Security staff on site visits to WIPA projects, including preparing written materials prior to the site visit, collecting and compiling data obtained during the site visits, and developing site visit reports.
•Assist Social Security personnel to respond to reviews and audits conducted by the Social Security Office of the Inspector General ( OIG ), the Government Accountability Office ( GAO ), and other auditors as required;
•Enter data into multiple Social Security reporting databases following rigorous data security protocols; and
•Participate in NTDC and Social Security staff meetings, trainings, and professional development activities as appropriate.

Minimum Hiring Standards

•Bachelor’s degree or higher required; or an equivalent combination of education, training and experience;
•Prior experience serving as direct supervisor to professionals performing data collection, data analysis and report writing tasks;
•Extensive prior experience using Microsoft Office (Word, Access, Excel, PowerPoint) to develop spreadsheets, complete data analyses, and prepare training materials and reports;
•Extensive prior experience in copyediting technical reports, including verification of grammatical and technical accuracy, and complying with plain writing guidelines;
•Extensive prior experience taking notes and preparing summaries of both in-person and online meetings;
•Ability to meet Social Security suitability criteria; and
•Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU .

Preferred Hiring Standards

•Prior knowledge of community service programs for promoting employment and economic self-sufficiency of individuals with disabilities;
•Prior employment experience providing work incentives counseling services to Social Security disability beneficiaries;
•Prior knowledge of Social Security disability benefit programs (Supplemental Security Income, Social Security Disability Insurance, etc.); and
•Prior experience developing documents and spreadsheets that meet Section 508 accessibility standards to allow use by individuals with disabilities.

Required Licenses/ Certifications Anticipated Hiring Range $68,000 - $78,000 Application Process/Additional Information

Location: This is a partial-telework position. This position will require the individual to be onsite at the Social Security headquarters building in Woodlawn, Maryland for a minimum of two days per week. The individual will have the opportunity to telework the remaining days each week. Note: Currently all headquarters personnel are working remotely due to the COVID -19 pandemic. The requirement to be onsite at the Social Security headquarters will not begin until headquarters personnel involved in the WIPA program return to onsite work.
Travel: The Research Analyst 2 and Senior Research Analyst 2 positions will require individuals to accompany Social Security staff on site visits to WIPA projects located throughout the country. A number of site visits are likely to occur each year and will require one or more days of overnight travel per visit. Note: Travel will not occur until Social Security and VCU lift all current travel restrictions imposed in response to the COVID -19 pandemic.
