Air University invites applications for the position of Director, Air Force Negotiations Center. The Center is responsible to lead the Air Force in the Air Force Instructional Systems Design, development, implementation, management, quality control process, and delivery of instruction (both training and education programs) for the appropriate Air Force-wide development of a range of dispute resolution skills and tools, to include adaptive conflict management negotiation and mediation skills.

Responsibilities

The purpose of the Air Force Negotiations Center is to develop negotiations as a core leadership competency for all Airmen (officer, enlisted, civilian) as well as the development of negotiations as an enterprise capability for the Air Force. The primary audience for the Center are the students attending and faculty assigned to Air University. However, as work allows the Center will support efforts across the Air Force. The Director, Air Force Negotiations Center is also the Air Force lead agent for ensuring deploying Airmen gain the requisite skills as required by published training guidance and requirements.

  • The focus of this position is to serve as the Air Force's lead for program development and delivery that focuses on adaptive conflict management, negotiation, and meditation skills. The Director sets priorities, assigns resources and oversees the curriculum design and development processes as well as providing direct teaching as well as broad oversight for the delivery of resultant curriculum. Leadership qualities and demonstrated leadership are the most important qualifiers for this position.
  • Supervises a team that develops, assesses, and teaches others a range of effective in-resident and (synchronous and asynchronous) distance-learning presentation and assessment techniques. Coordinates and strategizes with Headquarters Air Force, Major Commands and others to ensure agency Desired Learning Objectives are clear, concise and achievable.
  • Teaches courses up to and including graduate-level programs in all programs available under Air University. Directs and assesses the quality of analysis regarding all published Air Force Negotiation Center curricula.
  • Serves as the agent accountable and responsible for building strategies, prioritizing programs and assigning resources to produce curricula along a timed sequence to professionally develop Airmen empowered for mission success in the dynamic, global Air Force mission.
  • Ensures the Strategic Research Plan and the annual Research Operations Plan is responsive to Air Force needs. Allocates resources, evaluates the quality of the products and supervises the analysis and synthesis of information received from research and other subject matter experts to direct and/or develop Air Force Negotiation Center executive and institution-level briefings and training products.
  • Oversees recurring publication of a small but Air Force-wide journal.
  • Service to Air University is expected of all faculty.

Qualifications

The successful applicant will have a leadership background, academic credential at the terminal degree level, and publication/graduate teaching experience commensurate with the academic level sought.

  • An earned terminal degree (for example, PhD or JD) in a related discipline (including but not limited to public policy, decision-making theory, psychology, government, education, international relations, military history, strategic studies).
  • Demonstrates expertise in the design, development, and delivery of relevant graduate-level curriculum to achieve student learning outcomes.
  • Knowledge of organizational structure and processes.
  • Knowledge of learning science, social science, business, international diplomacy, communications science, and cross-cultural approaches to studying and teaching adaptive conflict management, negotiations and mediation.
  • Ability to serve as Contracting Officer Representative for large contract programs in support of Air Force Negotiations Center operations in data base management and assessment of data in the execution of large education and training programs.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the stAir Forcef of an organization.
  • Ability to communicate effectively orally and in writing.
  • Knowledge of health, safety, security, an environmental regulations, practices, and procedures specific to supervising employees.
  • Expertise in and leading workforce development programs and policy implementation
