SUNY Empire State College seeks applications for a Director of Facilities and Maintenance position at our Saratoga, NY location.
Supervises physical plant operations including all buildings and grounds, utilities, energy management systems and safety/security systems in order to provide a safe, healthy, and comfortable environment for students, faculty and staff. The individual in this position is responsible for the scheduling and supervision of maintenance and repair activities, contracted services, and custodial services, and ensuring the physical operation of the college meets budgetary and strategic objectives for all college owned and leased facilities throughout New York State.
Primary Duties and Responsibilities
Works in conjunction with Central
Administration offices, the SUNY Construction Fund, the Dormitory
Authority, and major administrators of the campus in developing
campus buildings and other facilities;
Develops, revises and updates
facilities management policies and procedures. Provide policy
and procedural advice to Senior Administration on capital projects
and facilities maintenance. Assists in the college-wide
oversight of these areas.
Oversees the development of the
colleges' facility plans including the accumulation of capacity
utilization and capital needs data.
Contributes to strategic planning by
evaluating and projecting future facility needs and proposing
options to achieve them
Plans, coordinates, and implements
programs and projects related to the maintenance, repair, and
modernization of all college owned or leased facilities,
landscaping and grounds, and utility systems.
Serves as administrator responsible
for facility safety and meeting physical ADA compliance standards,
works closely with staff and state officials to meet college and
Prepares specifications for physical
plant projects; estimates costs of equipment, materials, labor, and
supplies; prepares bid specifications for projects, equipment, and
contracted services; oversees site and building projects performed
by outside contractors
Ensures that these facilities support
and embrace the present and long-range, educational and other
Directs, supervises, and evaluates
department staff; ensures staff receives training related to
specific job tasks and responsibilities
Directs, schedules, and oversees
external contractors (electricians, plumbers, excavators, roofers,
painters, landscapers, etc.)
Schedules and supervises maintenance
workers engaged in building and grounds upkeep and repair;
responsible for safety and security, electrical, plumbing, heating,
air conditioning, and ventilation services.
Maintains and develops records,
information, and inventory systems related to building maintenance
and preventative and predictive maintenance programs, utility
systems, college vehicles and selected maintenance equipment.
Develops and monitors department
budget; orders equipment and supplies and monitors inventory; makes
requests for capital outlay expenditures as needed. Responsible for
resource allocation within the department and to assure optimal use
of available resources.
Develops, implements, and supervises
preventative maintenance and renovation programs for buildings,
grounds, mechanical and electrical, utility, and safety and
Develops specifications for
cost-effective campus energy management systems; supervises the
operations, maintenance and repair of such systems
Promotes continued improvement for
cost effective operations.
Ensures the proper disposal of
hazardous and controlled wastes in compliance with regulations and
guidelines; works directly with outside agencies such as OSHA and
local and state health departments as required
Coordinates program efforts with
those of the physical plant organization;
Serves on major campus
Stays abreast of the latest changes
in the higher education campus -physical development area.
Evaluates the need for and arranges
physical plant training sessions (bloodborne pathogens, OSHA, MSDS,
and other job-related training) both in-house and off campus
Oversees fleet vehicles maintenance
and shipping/receiving activities
Provide on-call coverage outside of
business hours on a routine rotation basis and for special
Bachelor's degree in engineering,
building trades, or related field, and;
Five or more years of progressively
more responsible experience in physical plant maintenance, with
three or more years of supervisory experience, or; combination of
education and experience commensurate with the requirements of this
Demonstrated ability to work
cooperatively and collaboratively with college faculty, staff,
administrators and governing boards
Experience in operational and
strategic planning as well as budget development
Ability to effectively communicate
ideas and information in written and oral format to administrative
staff, professional colleagues, governing boards

Travel to regions with other Empire
State College locations may be required, along with occasional
evening and weekend obligations.
