Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Department: Veterans Resource Center

Major Duties

Under the direction of the Director of the Office of Educational Partnerships (OEP) the Veterans Services and Veterans' Resource Center Program Director leads, manages, implements and administers services and programs for military service members, veterans, and eligible dependents including outreach, recruitment, orientation, advising, community building, and assessment.The Program Director leads department goal setting and ensures that the department meets established goals. The Program Director is responsible for the management of day-to-day operations, evaluation of department programs, services and professional staff. The Program Director is responsible for department budgeting, maintaining appropriate program records, and preparing and submitting mandated reports. The Program Director is responsible to ensure compliance with MOU between CSUDH and US Department of Veterans Affairs and all CSU policies regarding Veteran students.

Qualifications

Required Education: Bachelor's Degree required in education, counseling, public administration, or related field from an accredited college or university (as per grant).

Required Experience: Minimum of (3) years experience providing services and programs to military service members, veterans, and eligible dependents. Minimum of three (3) years of experience in the areas of staff supervision; budget management; program development and evaluation.

Required Knowledge, Skills, and Abilities:

Knowledge of federal, state, CSU, and campus financial aid laws, regulations, FERPA privacy policies and policies related to Veteran services.

Demonstrated knowledge of military veterans issues pertaining to successful educational development.

Demonstrated knowledge of federal, state, and system-wide mandates related to military servicemembers, veterans, and eligible dependents.

Expert interpersonal communication skills.

Expert written and presentation skills.

Demonstrated ability to work with faculty and staff at all levels of the university in order to successfully accomplish program goals.

Demonstrated knowledge of DoD MOU Compliance/Revision

Preferred Qualifications

Preferred Education: Master's Degree in education, counseling, public administration, or related field from an accredited college or university (as per grant).

Preferred Experience: Experience working with Department of Veteran Affairs. Experience working on military veterans issues pertaining to successful educational development. Experience working with DoD MOU Compliance/Revisions.

Responsibilities

Provides overall leadership and management of the department of Veteran Services and Veterans Resource Center (VRC) and the federal Student Support Services Veterans Project grant including grant management, operations, budget, resource allocation, staff supervision, program design and strategic planning.

Serves as the university liaison between the university, the Department of Education and the U.S. Department of Veterans Affairs (VA) and ensures the university compliance with federal regulations, state legislation and CSU executive orders regarding military service members, veterans, and eligible dependents.

Coordinates the development, adoption, and implementation of DoD and VA MOUs between federal agencies and CSUDH. Represents CSUDH in statewide, regional, and national professional organizations focused on the support of veteran students

Leads the alignment of Veteran Services and Veterans Resource Center to the CSUDH strategic plan and Student Affairs division priorities. Responsible for managing projects related to grants awarded to Veterans Resource Center including assessment and report writing. Facilitates solutions to complex veteran student issues including, but not limited to, admissions, enrollment, priority registration, financial holds, benefit processing, and student complaints with appropriate university departments and administrators. Leads the development and implementation of services and programs that address students issues in transition to college, academic persistence, academic retention and graduation. Ensures that all veteran student records are complete, current, and confidential. Manages department budget and tracks all expenditures against program criteria and keeping financial records of department budget in accordance with university, state and federal guidelines.

Partner with departments on campus including Academic Advising, Admissions Office, Toro Learning Center, Financial Aid Office, Registrar's Office and Office of Student Life as well as Academic Affairs units. Managing relationships and communications with all CSUDH departments, faculty members, and community organizations that deliver veterans services. Serves as primary advocate for and representative of military service members, veterans, and VA eligible dependents on campus. Engages staff and faculty in developing services and programs that address obstacles to student success for military service members, veterans, and eligible dependents. Responsible for hiring, training, supervising and evaluating the Veterans Resource Center professional staff as well as the training, supervising, and evaluating and 10 -15 veteran work-study students/peer mentors.

Coordinate the provision of services provided by the US Department of Veterans Affairs through the Vet Success on Campus Program. Assess prospective and continuing veteran student needs and developing programs to ensure both access and student success. Ensure that the programmatic learning outcomes are evaluated and assessed. Leads staff in the improvement of services that promotes co-curricular student involvement that fosters personal and academic development.

Coordinate veteran-related activities including New Student Orientation for Veterans, Veteran Support Group, Veterans Week, Women's History Month, Veteran's Graduation Celebration and Vet Net Ally Program.

Participates with outreach and collaboration with CSUDH Student Affairs Programs, local Community Colleges, the Veteran Affairs (VA) offices, the Extended Education Military Programs Office, and Student Veterans Alliance student organization for the purpose of recruiting new students to CSUDH. Leads Veterans Resource Center marketing and outreach to perspective, new veteran students and current veteran students by way of formal presentations, information sessions, classroom presentations, website management, Toro Link and social media.

Collects relevant student veteran demographic information and other data in coordination with the University's efforts to analyze enrollment and retention statistics for the purposes of improving the success rate and enhancing the college experience for military service members, veterans, and VA benefit eligible dependents. May serve on various OEP, student life and campus-wide committee.
