Under the direction of the Executive Director of Technology, plans, designs and directs the implementation and operation of various District enterprise wide systems, ensuring data integrity and managing system security, data warehousing, client access, state and federal regulatory compliance on data protection; application and database maintenance and upgrades; interfaces with District personnel at all levels as required to develop services and applications to meet District and regulatory requirements; responds to and resolves queries related to District database systems; and trains, supervises and evaluates assigned personnel.

• Directs work of Enterprise Applications staff. (E)

• Acts as Data Protection Official for the District, and as subject matter expert on domestic and international regulatory and governance requirements. (E)

• Remains current with and guides administration on state, federal and international privacy requirements. Guides related business units on appropriate practices and procedures to achieve compliance and protect records. (E)

• Manages and supervises Oracle, Ellucian Banner, SQL, and other enterprise databases, applications licensing. (E)

• Implements new systems/applications; including, code to vendors for connectivity to Ellucian Banner and other enterprise applications. (E)

• Coordinates the security and maintenance of an Oracle client/server distributed environment. (E)

• Oversees administration of user privileges and approvals including role and class security; including access rules, tables, queries, and security of enterprise applications. (E)

• Monitors, maintains, and manages the integrity of all enterprise applications. (E)

• Directs technical implementation and upgrades of enterprise applications and databases, associated programs, custom development, and procedures. (E)

• Consults with and advises District personnel regarding information management, system capabilities, and applications; directs technical assistance services to District database system and MIS users. (E)

• Evaluates and recommends new applications and/or tools; collaborates with leadership on purchase of new hardware and software, and ensures accuracy of technical specifications. (E)

• Designs and directs development and maintenance of application specific documentation; including backup and system management procedures. (E)

• Participates in meetings related to assignments; attends staff and committee meetings; represents the District on related committees or commissions.  (E)

• Plans, organizes, coordinates, and submits District’s MIS data to Chancellor.

• Actively collaborate with peers and leadership in Disaster Recovery and Business Resumption planning and testing. (E)

• Functions as backup DBA and/or as a programmer/analyst writing code as necessary. (E)

• Performs other related responsibilities as may be assigned. (E)




Any combination equivalent to:

• Bachelor’s degree in computer science, computer information systems, systems security or related field.

• A minimum of five years of increasingly responsible experience in programming, data integrity, or systems analysis and hands on experience with large relational database systems (preferably Oracle), SQL and Unix/Linux.

• Three years of recent experience in management and/or supervisory capacity of a technology team.




• Computer systems project management.

• Domestic and international data protection and privacy acts such as GDRP, CCPA, HIPPA, GLBA, FERPA, etc.

• Current programming development methodologies such as SCRUM or AGILE.

• System requirements analysis and documentation, data processing, and technical documentation.

• Principles and techniques of complex systems analysis, database design/management with experience in virtualization and cloud services

• Programming/scripting languages; including, SQL (PL/SQL a definite plus), Python, PowerShell, C or C++, Unix shell scripts.

• Workflow: analysis, techniques, and modeling.

Management techniques for distance and matrixed working groups.

Principles of employee evaluation, staff development, employee relations, and concepts of progressive discipline.

Records storage handling techniques, confidentiality, data protection, and regulatory requirements.

Large relational database management.



Analyze administrative and data processing systems, identify problems and develop and direct effective solutions.

• Effectively advise on implementation, interaction and enforcement of domestic and international data protection and privacy acts.

• Prepare work plans and timelines for projects and proposed applications.

• Manage multiple enterprise application security resources in a client/server distributed environment.

• Direct the maintenance of Unix, Linux, MS Windows, and Oracle systems, as well as District database applications, including Ellucian Banner.

• Write and orally express difficult and complex concepts clearly and concisely. Clearly communicate procedures and requirements to end users.

• Interact with District personnel to address functional database and system service requirements.

• Establish and maintain cooperative working relationships with professional contacts.



Receives general direction from the Executive Director of Technology. Supervises and directs Database Administrator, Programmer Analysts (4), and Technical Analysts (2).
