The Director plans, organizes, directs, manages and integrates operations of the career development program funded by the Strong Workforce Program; oversees all operations that facilitate entry and advancement of students into the workplace and meeting the workforce needs of the local labor market. In addition, this position develops and manages a career development and workforce system, including programs that are the direct responsibility of this position and other programs managed by other departments; and performs related duties as assigned.

Cabrillo College serves approximately 11,400 students per term, of which 45.13% are LatinX, 5.26% multi-ethnic, 2.64% Asian, 1.25% African-American, 0.79% Filipino, 0.30% American Indian or Alaskan Native, and 0.18% Pacific Islander as of Fall 2018. At Cabrillo, 56.66% of students are students of color and 54.91% are economically disadvantaged. Examples of Duties

  • Plans, organizes, directs, controls, integrates and evaluates the work of student career development, student employment, job development, internship and apprenticeship programs, the Cooperative Work Experience Education (CWEE) program: integrates programs including but not limited to Student Employment and Small Business Development Center offices, acts as liaison to community partners; develops and manages an integrated cross-department career development system, in coordination with other college priorities, including Guided Pathways.
  • With staff, develops, implements and monitors work plans to achieve goals and objectives, in alignment with the statewide and District strategic plans; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages classified staff and independent contractor performance; directs and oversees the selection of staff and independent contractors; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and devel­opment including performance evaluations; accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accor­dance with Board Policies, Administrative Procedures, Human Resources procedures and collective bargaining agreements.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department’s and District’s mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environ­ment.
  • Provides support to reporting managers and/or administrators regarding disciplinary actions and grievances; approves related decisions.
  • Oversees the use of institutional and industry standard software systems to collect, compile, analyze, evaluate and disseminate data and information from a variety of sources.
  • Leads and directs depart­ment staff in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in department work processes.
  • Plans, manages and directs the operations of a variety of student support programs; approves program expenditures and ensures compliance with rules, regulations and guidelines of funding source; negotiates contracts with county agencies; invoices county agencies for services provided by the District.
  • Acts as a lead with faculty and student services for work-based learning activities, including job fairs, internships and apprenticeships. Oversees employer engagement, including connecting to the employer community to market the college’s programs and solicit input on business needs.
  • Collaborates with external partners, such as workforce development boards and business associations, and other colleges in the region to provide a coordinated workforce system for employers and students.
  • Analyzes local labor market data and business and industry trends to identify key workforce needs.
  • Develops a framework for a sustainable workforce/career development system in collaboration with the Counseling Department, Internship and Work Experience Program, CTE Dean, and other stakeholders.
  • Implements and oversees a comprehensive data workflow system to support the career development system that can be adopted and seen as valuable by faculty and other departments, and allows for tracking of student and employer activity and producing work-based learning and employment outcome data for internal and external reports.
  • Stays abreast of and ensures program compliance with federal, state and local legislation and regulations; assists in developing, revising, and implementing relevant program policies and procedures.
  • Chairs, staffs and/or serves on District committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.
  • Participates in a variety of committee and staff meetings in support of economic development programs and activities; and other related committee assignments as required, both on and off campus.Promotes and markets career and workforce development through presentations, brochures, correspondence, and other materials
  • Makes presentations to the Board of Trustees, Cabinet and other District groups.

  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disabil­ity, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
  • Performs related duties as assigned.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Graduation from an accredited college or university with a bachelor’s degree in public administration, counseling, education or a related field, AND
  • Five years of progressively responsible professional experience in a related field, of which two years were in a management or supervisory role; OR
  • An equivalent combination of training and experience.

Desired :
  • Leadership experience related to community college career education.
Knowledge of:
  • Principles and practices of community college career and technical education and workforce education.
  • Knowledge of federal regulations, Title 5/Education Code, California regulatory agencies, accreditation, and collective bargaining.
  • Knowledge of basic research and planning methods and collecting and analyzing data.
  • Experience engaging with the business community to support their workforce needs.
  • Knowledge of and experience in program development, management, and supervision.
  • Proficiency in the use of a variety of computer software to format, compose and prepare statistical, financial and narrative reports, presentations and other written materials; awareness of a variety of technology systems and experience implementing systems that meet the needs of different stakeholders.

  • Elicit and coordinate the expressed recommendations from faculty and staff, and ability to advocate effectively the program recommendations and its goals at District levels.
  • Think innovatively and to recognize, respond to, and encourage faculty and staff innovation.
  • Act, interpret, and successfully apply District policies, procedures, rules, and regulations.
  • Develop, implement and assess program outcomes that lead to student success.
  • Communicate, both orally and in writing, and problem solve effectively with District administrators, faculty, staff, students, and the public.
  • Train, supervise, direct and evaluating the work of others and collaborating with colleagues.
  • Communicate with respect to people who are diverse in their academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds; sensitivity to the value in, and issues related to, successfully serving a culturally diverse student population.
  • A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

Additional Information

Salary : Full-time management assignment (225-day), 12 months per year, Monday through Friday, with evenings and/or weekends as needed. Current eight-step schedule ranges from $6,805 to $9,576 per month. An annual doctoral stipend of $3,977 is granted to eligible employees.
