Position Title Employment Specialist Overview

Responsible for the general recruitment and intake for administrative positions below the director level and recruitment of support staff positions. Duties involved are, but not limited to, participating in employment activities and intake activities from initial recruitment, selection of candidates, referencing and placement through the processing of paperwork and input of data into the Banner system. Assist and consult with staff members on employment, career development, and basic employee relations matters, as requested or needed. Assist the Director in overseeing all employee recognition programs, month-end open position report, and miscellaneous Human Resource projects. In the absence of the Director, is responsible for assisting with all employment services.

Essential Duties:

1. Assist the Director in identifying and recruiting a diversified workforce in all areas of the College. Assist supervisors in the evaluation of applicant qualifications, as well as the selection of the most qualified candidates in compliance with affirmative action guidelines. Employment activities include constructing and economic placement of advertisements and job postings on external websites; screening; interviewing, evaluating, and making recommendations to hiring managers; performing referencing; making recommendations to determine hiring salary based on internal/external equity, and consulting with the hiring supervisor on the communication of the job offers, nationwide criminal background checks, and offer letters. Assist with unemployment activity, including attending hearings. Order and review criminal background checks for faculty and staff.

2. Process new hire paperwork (Personnel Action Forms, W-4, I-9) for employees by inputting all appropriate data into the Banner system.

3. Conduct exit interviews with administrative and support staff employees and process administrative terminations. Maintain exit interview summary report.

4. In partnership with the Director, counsel, train, and coach management on employment matters and resolution of conflict, problems, and concerns.

5. Administer and assure compliance with programs designed to establish and maintain effective employment/employee relations through the uniform and equitable application of College policies and procedures. As applicable, identify employee relations issues and refer those concerns, first to the Director of Employment/Employee Relations and secondly to the Assistant Vice President of HR/Talent, Acquisition, and Staff Development, unless otherwise assigned.

6. Administer and organize the Service Award Program, including award presentation, and collaborate with Academic Affairs to plan annual Service Award dinner. Plan and execute the annual HR barbecue and retirement parties. Manage the Spotlight Award recognition program, including budgeting and distribution of awards.

7. Maintain PeopleAdmin system and make necessary changes; educate new supervisors on how to use the system; plan and facilitate annual training for supervisors.

Marginal Duties:

1. Prepare routine and special reports, presentations, and other documents which provide Human Resources information.

2. Perform all other duties as may be required.

Education and Experience Required

• Bachelor’s degree from an accredited institution in related field.

• Three to six years’ of HR experience or equivalent combination of education and experience.

• Possess experience in recruiting, knowledge of state and federal regulations, and comprehensive knowledge of effective human resources administration required.

• Must possess professional demeanor, exceptional interpersonal skills; as well as solid oral and written communication skills, including the ability to use good judgment and common sense.

• Possess excellent judgment, ability to juggle multiple projects with attention to detail, and have solid follow-up skills that are critical success factors in this position.

• Computer literacy, including HRIS, word processing, spreadsheet application, and developing data reports.

• Ability to understand assessment tools and inclusive interview practices.

• Experience driving and owning a full life cycle recruiting process.

• Ability to function well in a high paced and, at times, stressful environment.
