The Manager, Compensation & Benefits is responsible for overseeing and managing the compensation and benefits functions of the Human Resource Department. The Manager, Compensation & Benefits has the responsibility and authority delegated by the Vice President, Human Resources to provide direction, implementation and support for all compensation practices and procedures of the College, all employee benefit plans administration, ensuring compliance with legal, financial and reporting requirements, and maintenance and management of all Human Resource systems.



  • Member of the HR Leadership Team and contributes to the strategic development of HR initiatives and programs.
  • Manages all functions associated with employee benefits to include, but not limited to: annual plan administration, renewals and open enrollment for health insurance, dental, vision, long-term disability insurance (LTD), basic and voluntary life insurance, deferred compensation plans (403b and 457 plans), long-term care insurance, flexible spending account plans.
  • Oversees the administration of the employee assistance program (EAP), State Universities Retirement System (SURS), College Retiree Benefits, Professional Development, employee benefit events, benefits invoices, benefit communication and audit process.

  • Ensures compensation and benefits are administered appropriately for all employees and in compliance with all collectively bargained contracts for represented employee groups.
  • Monitors competitive trends in compensation and benefits by participating in salary surveys and analyzing results, benefits offerings and costs.
  • Makes plan recommendations to VP.
  • Manages activities of benefits and compensation staff to ensure efficient resource allocation and development.
  • Conducts or oversees job evaluations and job description development and maintenance.

  • Conducts external market pay comparisons and adjustment recommendations in College pay practices.

  • Conducts statistical data analysis and reports regarding compensation and benefits as needed by College administration, other colleges, government agencies and Affirmative Action reports.

  • Conducts annual compensation survey participation (as appropriate).

  • Prepares annual union eligibility reports.

  • Conducts analysis and classification of new and existing positions ensuring proper placement and credibility within organizational structure.

  • Prepares recommendations for placement and appointment letters as needed.

  • Oversees medical leaves and maintains all medical information files in compliance with HIPAA regulations.
  • Serves as COD contact for HIPAA violation complaints and Department of Health and Human Services Office of Civil Rights and other legal entities compliance reviews.
  • Coordinates College Insurance Committee and participates in ad hoc committees related to employee benefits as needed.
  • Participates in special assignments as directed by the Vice President, Human Resources.

REQUIRED:

EDUCATION:

BA or BS in Human Resources administration, finance, business or related field.

EXPERIENCE:

Minimum five (5) years’ experience in employee benefits and compensation management including job analysis and placement, retirement program management, medical, dental, vision, disability plans, FMLA, deferred compensation programs, etc. Minimum two (2) years’ experience in managing a department (benefits and /or compensation preferred). Proficiency in written and spoken English. Strong customer focus; ability to manage multiple priorities; ability to communicate across employee groups and levels; detail oriented and ability to supervise other employees. Knowledge of current employee compensation and benefit laws (including ACA), trends and upcoming legislative issues (pensions, medical insurance, DOL and/or FLSA regulations etc.). Experience in working with HRIS.

EDUCATION:

Master's Degree in related field.

CEBS and PHR Certification.

EXPERIENCE:

Experience with the Hay Group Job Evaluation System preferred.

Higher Education experience in benefits and compensation management and some general HR exposure strongly preferred. Knowledge of public sector pension plans.
