Definition:
The Division of Student Services is seeking a talented leader to fill the position of Program Director, for the TRiO Program.

Under supervision of the Vice President of Student Services, or designated Student Services administrator, develop, organize, coordinate, implement and supervise the day-to-day program activities and operations of the West Valley College TRiO Program. The Program Director is responsible for officially representing and serving as a spokesperson for the units; assisting students, staff and faculty in accordance with policies of the U.S. and California Departments of Education, WVM District and other applicable state and federal regulations; monitoring and implementing the approved program budgets; completing detailed college, state and federal reporting; and training, supervising and evaluating the performance of assigned personnel.

The Program Director of TRiO is an academic management position that is directly responsible for ensuring that appropriate services for TRiO are provided; and that student records are appropriately maintained. The Program Director must be able to skillfully manage faculty and staff, and be responsible for ensuring budgeting and reporting requirements are met. In addition, the Program Director must understand, promote, and ensure the connection between TRiO functions and student learning and institutional effectiveness outcomes.

The incumbent must work closely with other college and district administrators in an environment of participatory governance to provide optimum quality services to students, faculty and staff at a community college. The position is accountable to requirements of the U.S. and CA Departments of Education and the College/District. It supplies program activities and services, including student recruitment, enrollment, financial aid assistance to attain educational retention and completion objectives; its duties seek to prepare low-income, first generation and disabled college students for college success, graduation and transfer.

Assignment:
This is an academic administrator position with an anticipated start date of January 2020. This is an exempt, management position and is not subject to overtime.

IMPORTANT NOTE:
This is a grant-funded position, and position is contingent upon the grant being renewed each funding cycle (every 5 years). The current grant was approved in 2020.


Salary and Benefits:
Salary:
  • Anticipated Hiring Range: $119,022-$126,760 annually (Administrative Salary Schedule, Range 15, Steps A-C).
  • Annual salary step increases to maximum of salary range, $148,383 (Administrative Salary Schedule, Range 15, Step G)

Benefits include:
  • Additional compensation: $1,500 for doctorate added to base salary annually, to be prorated on a monthly basis.

Minimum Qualifications:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

1. Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.

2. Equivalent to a Master’s degree from an accredited college or university with major course work in a field related to area of assignment.

3. Five years of increasingly responsible professional experience related to area of assignment, including one year of supervisory responsibility.


Examples of Duties and Responsibilities:
Duties may include, but are not limited to, the following:
  • Administer, develop, organize, coordinate, implement and supervise the operations and activities of an assigned program.
  • Evaluate operations and activities of assigned program; implement improvements and modifications; collect and compile data and prepare various reports on operations and activities.
  • Lead and manage budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures; assure compliance with expenditure guidelines.
  • Consult with faculty and administrators to assist in improved delivery of program services to students.
  • Contact, coordinate and liaison with outside agencies and organizations related to the program.
  • Represent the department at outside events and activities related to the program; serve on district and community boards and committees as needed.
  • Plan, develop and oversee the work of technical and clerical staff involved in program support.
  • Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
  • Recruit, hire, orient, contract, and schedule contract employees and/or instructors.
  • Locate funding sources and author grant applications; manage grant reporting requirements and projects funded through grants.
  • Conduct needs assessments of target populations; develop program curriculum, workshops and training as appropriate.
  • Develop and implement program marketing strategies; design and produce marketing materials.
  • Build and maintain positive working relationships with co-workers, other district employees, and the public using principles of good customer service.
  • Foster an environment that embraces diversity, integrity, trust and respect.
  • Be an integral team player, which involves flexibility, cooperation and communication.
  • Perform related duties as assigned.
