The IVMF is seeking a Director of Evaluation and Capacity Building to expand its evaluation, analytics, and capacity building services with key stakeholders. The Director will lead the Evaluation & Analytics team and oversee contractors and associates to support the portfolio of IVMF programs as well as sponsored work. The Director will also be responsible for accelerating the communication of insights and learning, and providing subject matter expertise and engagement support in key strategic areas.


• Master’s degree in public or business administration, or public policy preferred.
Master’s or doctoral degree in education, information management, industrial/organizational psychology, public health, social work, or social science also considered.

• Minimum of three (3) years of work experience in a leadership role, and five (5) plus years with direct experience in program evaluation, analytics, complex process and project management, stakeholder engagement, management consulting, information management, or applied social science research projects.

• Preference to those with experience working with veteran, military, and/or military family stakeholders, universities or think tanks, and familiarity with government programs and services for veteran and families.

Job Specific Qualifications

• Superior critical thinking and written and oral communication skills required.

• Proven proficiency in Microsoft Office Professional.

• Experience with business intelligence/analytic tools, data visualization, and digital dashboards highly desirable.

• Project/Program management experience and training (e.g., PMP certification) highly desirable.

• Proficiency with statistical (e.g., STATA, SPSS, SAS ), survey (e.g., Qualtrics), and qualitative analysis (Atlas.ti, NVivo) software packages highly desirable.

• Ability to design, plan, and implement evaluation and analytics activities in various contexts.


• Lead the Evaluation team and the IVMF’s evaluation, analytics, and capacity building services including 3 staff, 2 contractors, and a rotating bench of graduate assistants.

• Oversee and contribute to team strategy and deliverables for IVMF programs and initiatives, including end-to-end evaluation frameworks, survey and data collection design and execution, advanced analytics capabilities and products, and insight communication plans.

• Oversee and contribute to program quality assurance and improvement efforts, including business intelligence and reporting, training and documentation, and complex and/or multi-stakeholder processes and projects.

• Manage resources to ensure appropriate support for evaluation projects and activities, and ensure project compliance with university and federal policies and regulations.

• Oversee and guide relationships with and technical assistance to clients, and support in area(s) of subject matter expertise.

• Support data strategy execution in collaboration with the data management team.

• Support R&A Team initiatives and operations in collaboration with R&A leadership.

• Lead R&A sponsored evaluation, analytics, and capacity building services portfolio, consisting of 6-10 major external projects valued at $500k-$1M+ (on average).

• Explore and pursue new opportunities for IVMF R&A services in areas aligned with the organization’s strategic goals and in response to changes in the external landscape.

• Support R&A leadership with R&A strategic initiatives.

• Represent the IVMF at key engagements and develop relationships with relevant thought leaders.

• Develop strategies for translating knowledge and insights from IVMF research and analytics into practice, internally and externally.

• Create and support the dissemination of new thought leadership for internal and external audiences.

• Serve as IVMF’s data privacy, use, and sharing expert.

• Develop and oversee execution of data privacy and sharing policies and procedures on behalf of the IVMF .

• Advise the IVMF on projects and initiatives with external partners on matters of data sharing and protection.

• Consult with university counsel, legal specialists, and information security professionals on data sharing policies, contracts, and agreements.

• Monitor trends and stay apprised of new developments in the field to ensure compliance with leading practices.

• Aid and participate in policy and legislative engagement activities.

• Contribute to the development and writing of policy recommendations from the IVMF .

• Represent the IVMF, as needed, to develop and deliver policy insights at federal, state, and local levels.

• Provide policy and legislative support to the University’s government relations team, where appropriate.
