The Department of Oncology is seeking a full time Budget Analyst.

  • Under the supervision of the Administrative Manager, coordinates and oversees budgeting activities related to JHU accounts including cost centers, departmental and sponsored budgets, revenues (including revenue cycle management) and gift accounts.
  • Assists in financial studies and analysis regarding projected changes in revenues and expenditures.
  • Oversees cost centers, revenue and expense budgets, including grants and contracts in post award period.
  • Ensures compliance with University and/or agency regulations and restrictions. May train others in budget related policies and procedures.
  • Responsible for clinical trials budgeting and contract negotiation processes.

Specific Duties and Responsibilities:

  • Analyzes financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
  • Coordinates and assumes a leadership role in the development budgets for clinical trials, unrestricted funds budgets and research grants and contracts, including revenues and gift accounts. Analyzes budget patterns, projects expenditures, and prepares approved budget.
  • Compiles working papers and approved budgets; ensures that expenditures for budgets, grants, and contracts are monitored and that reports are prepared to maintain balanced accounts.
  • Assists in the development of management, narrative, and statistical reports for private and government donors and internal stakeholders.
  • Assists in the development of business plans and analyses of business opportunities for the department.
  • Develops moderately complex financial reports for forecasting, trending, and results analysis.
  • Monitors, identifies, and communicates over-expenditures to faculty, and Manager. May resolve funding shortfalls.
  • Develops payment schedules to monitor receipt of payments from sponsor.
  • Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.
  • Works towards revenue maximization by understanding and overseeing the revenue cycle
  • Sets up budget accounts once award(s) has been granted or contract(s) signed.
  • Administers the expenditure of funds, ensuring that funds are expended according to sponsoring organization's stipulations and appropriate university guidelines.
  • Works closely with Program Manager and Data Manager to develop and maintain clinical trials process (Budget, Contract Negotiation, Track payments)
  • Confers with appropriate internal and external administrative offices to ensure that required procedures are followed. Provides instruction and answers questions relating to budget procedures and serves as liaison between the business office and unit areas. Identifies budget issues, provides alternative solutions, and resolves problems.

Minimum Qualifications (mandatory):

Education:

  • Bachelor's degree in accounting, business, related field, or equivalent experience required.

Experience:

  • One year of progressively related financial experience required, preferably in an academic setting.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula***.
  • Proficiency in the use of software applications, databases, spreadsheets, and/or word processing required

Special Knowledge, Skills, and Abilities:

  • Excel, Access, SAP big plus
  • On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.

***JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
