General Summary/Purpose:

Responsible for the fiscal management of the Center for Immunization Research. Manage financial activities involving general funds, grants, contracts, gift accounts. Oversee the development and management of budgets for grants, contracts and/or general funds. Responsible for financial planning and cost analysis. Perform comprehensive analysis and projections relating to business or industry trends. Analyze financial data to ensure efficient use of resources.

Specific Duties & Responsibilities

General:

Under the supervision of the Dept. of International Health Administrator, the Financial Manager will be responsible for oversight of fiscal/budget management as well as human resources/staffing and facilities management for the Center for Immunization Research. The candidate must develop a deep understanding of the workings of the Center in order to partner with the faculty on strategic planning. Advise faculty, staff,and students on/about University and department policies and procedures and ensure implementation of the same within the Center.

Fiscal:

Development/Preparation of budgets for federal, state, local, and private grants and contracts as well as internal projects, monitor clinical trial agreements, oversee appropriation and expenditure of funding, ensure compliance with funding agency and University requirements including timely reconciliation of project accounts, prepare reports for funding agencies, and liaison with internal and external departments, offices, and agencies. Work with faculty, the Department and University to develop proposals in response to RFPs. Develop budget forecasts for each faculty member and anticipate shortfalls. Develop and implement administrative policies and procedures to support University policies and processes.

Human Resources:

Oversee Center's staffing activities including overall staffing needs, recruitment, salary planning, and supervision of administrative staff.Work closely withDepartmental Human Resources and Payroll Office to ensure timely preparation of payroll, maintenance of other personnel information, and compliance with human resource guidelines for the Center's faculty, staff,and students. Directly supervise Center's financial and administrative staff in the area of budgeting, administration, and grants management. Indirectly supervise other Center support staff. Assist faculty and managers with personnel management needs within and between teams.

Minimum Qualifications(Required)

Bachelor’s degree in finance, accounting, or other related field.

Five (5) years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.

Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU Equivalency Formula:18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

Preferred Qualifications

Master’s degree preferred. Prior supervisory experience.

Background/knowledge of JHU expenditure accounting and reporting, federal and private contract and grant negotiation and compliance, and human resource administration.

Significant experience in spreadsheet development and analysis.

Experience working in a clinical setting.

Special Knowledge, Skills, and Abilities

Working knowledge of Microsoft Office programs (specifically Word, Excel and Power Point) required.

Working knowledge of SAP or other enterprise systems.

Strong communication skills.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
