Objective

Direct and oversee the operations of the Office of Adult Education ( OAE ) to ensure the provision of adult education services in compliance with all federal and state guidelines and in collaboration with the Blinn College Adult Education and literacy consortium.

Required Quals Summary

1. Bachelor’s Degree or higher from an accredited institution of higher learning
2. At least five years of experience working in education, with at least 3 years in adult education and literacy program.
3. At least 2 years of experience in grant management.

This is a 12 month, benefits eligible position. Blinn College pays 100% of health insurance for full time employees, 50% for dependents, and two times your annual salary in life insurance benefits. Principal Accountabilities

Principal Accountabilities

1. Oversee all daily operations of the OAE .
2. Establish, maintain, and oversee consortium relationships and partnerships.
3. Ensure programmatic consistency with partners.
4. Full management of grant, sites, and students.
5. Maintain relationship with grantor (Texas Workforce Consortium – TWC ).
6. Ensure all local, state, and federal guidelines and regulations are followed.
7. Develop and maintain relationships with community of potential employers.
8. Develop and ensure the compliance with policies and procedures for the efficient and effective management of the OAE within local, state, and federal parameters and best practices.
9. Communicate in a variety of formats (visual, oral, multi-media) to various audiences on a number of educational/workforce development/higher education/community program issues.
10. Develop, implement, and supervise innovative projects involving students, personnel from various school districts, and community stakeholders.
11. Provide leadership in the development and implementation of curricular and instructional strategies, community partnerships for the ISD and Blinn College involving community and partner projects and/or classroom use.
12. Maintains 6 counties (teachers & facilities); Brazos Burleson, Washington, Grimes, Leon and Robertson
13. Provide leadership in the development and implementation of curricular and instructional strategies, community partnerships for the ISD and Blinn College involving community and partner projects and/or classroom use.
12. Remain current on a variety of educational issues and topics through active participation in local, state, and national professional organizations; utilize research and best practice literature to asses program effectiveness.
14. Works closely with the college’s Business Office to create a budget for personnel, purchasing and other program related expenses using Perkins funds, allocating appropriate level of funds to accounts.
15. Ensure service delivery compliance, action request responses, required SOP updates.
16. Oversees program assessment services and/or overall program accountability including budget (entire AEL Program), program performance metrics, and grant reporting requirements as determined by BVCOG and TWC .
17. Serve as primary contact with Workforce Solutions Brazos Valley and Brazos Valley Council of Governments ( WSBVB / BVCOG .
18. Training for all teachers and staff – changes in personnel, HR issues related to the local program and contract
19. Manage all FT staff and faculty assigned to the AEL Program.
20. Other duties as assigned.

1. Bachelor’s degree.
2. Five years of public school experience including a minimum of 3 years teaching experience in adult education.

1. Ability to read and interpret regulations and policies that impact the AEL Program.
2. Ability to communicate in a professional manner with high-level institutional administrators, instructors, students, and other stakeholders.
3. Knowledge of basic Microsoft Office programs, including but not limited to Excel, Word, Outlook, and PowerPoint.
4. Ability to follow and abide by Blinn College District policies and procedures.
