General Position Summary

The IT Manager is responsible for day to day management of up to six senior, technical resources in the CTY Information Technology department responsible for web, application, and system development. The IT Manager reports to the IT Director and will work closely with CTY IT management on task, project, and portfolio planning and support. The IT Manager will oversee and contribute to technical design, architecture, security, and engineering functions. The IT Manager is responsible for technical task and project management, group supervision, and technical leadership through the full lifecycle of tasks and projects of varying complexity and duration.

The IT manager will manage the CTY IT application development team responsible for the analysis, implementation, and tier 2/3 support of enterprise systems and servers including, but not limited to, the student information system, learning management system, constituent portal, public facing website, intranet site, and numerous integrated systems. The CTY IT team is responsible for the ongoing modernization of CTY IT portfolio including systems, architecture, and security. The team participates in routine technical tasks, incident response, system enhancements, and complex IT projects across the portfolio.

This is a functional management position and the IT Manager is expected to contribute as a senior technical resource addressing complex business and technology problems. This position will be recognized as an expert across the architecture domain including systems, data, security, design, process, and compliance. The IT Manager will ensure that the appropriate technology and methodologies are applied when translating business requirements into technical and functional solutions. This position will be involved in strategic technology planning and will oversee solution architecture across the current and future portfolio.

The IT Manager will develop and maintain constructive and productive relationships with a broad range of CTY leadership, staff, faculty, researchers, instructors, and vendors to serve as a primary contact for tasks and requests. This position should continuously cultivate a thorough understanding of CTY and Johns Hopkins mission, perspective, function, and strategy.

General Responsibilities:

  • The responsibilities listed below are typical examples of the work performed by this position. Not all duties assigned to this position are included, nor is it expected that everyone in this position will be assigned every job responsibility. Work with CTY IT management to support and manage project and portfolio tasks.
  • Work with project stakeholders across CTY to develop requirements for tasks and projects.
  • Evaluate and communicate the impact and cost of modifications to existing systems. Manage and support software and processes across purview, including direct management of development, testing, security, monitoring, and CI/CD software and processes.
  • Triage and resolve problems and issues as they develop.
  • Effectively allocate IT resources across tasks and projects.
  • Assign, monitor, and collaboratively facilitate IT requests across the IT department. Ensure proper communication across tactical and strategic purview.
  • Research new software, products, or systems to inform modernization of systems or staff. Maintain expertise in groups supported technologies.
  • Lead, manage, and participate in projects of varying complexity including cross-functional coordination and vendor collaboration.
  • Contribute to the creation and enforcement of technology policies and procedures to ensure security and regulatory compliance.
  • Build and sustain positive and collaborative working relationships with a wide range of constituents and ensure customer satisfaction across tasks and projects.
  • Proactively and constructively navigate conflict, problems, escalation, and ambiguity.
  • Contribute to budget and prioritization; may be responsible for operational budget, purchasing, and contracting.
  • Participates in disaster recovery planning, including coordination of efforts during disaster recovery drills and events.
  • Represent CTY IT in meetings related to IT policies and procedures across the institution.

Supervisory Responsibilities:

  • Manage staff performance and all activities for area of responsibility through subordinate staff.
  • Responsible for goal setting, goal status, performance reviews, and career development.
  • Build a strong system of accountability for performance and outcomes.
  • Responsible for recommendations and documentation related to staff salary, training, and promotion/discipline, hiring/termination.
  • Plan work direction, define work focus, work flow, and set priorities and tasks.
  • Establish and document standards, SLA’s, work procedures, metrics, and processes for staff.
  • Assign tasks, monitor progress and provide guidance. Supervisory administration including time tracking, time off requests, schedules, and resourcing.
  • Exercise autonomy in day-to-day planning and decision making.
  • Regularly communicate performance, task, and resourcing status to department director.

Technical Responsibilities:

  • Oversee the IT architecture function through vision, strategy, services, design, project management, documentation, and implementation.
  • Lead technical resources and SME’s to define technical objectives and solutions.
  • Develop documentation, standards, and processes within technical purview including security and compliance.
  • Remain fluent in a broad range of current and emerging technologies.

Qualifications:

  • A bachelor’s degree in a technology field.
  • Five years of progressively responsible related experience is required; 2 years of supervisory experience is preferred. Experience as a functional manager in an Agile environment preferred. Additional education may be substituted for required experience, to the extent permitted by the JHU equivalency formula.
  • Applicants must possess proven written, oral and interpersonal skills and must be able to exercise judgment with minimal supervision. They must have advanced experience with the range of supported technologies. Project management experience is desirable.

Knowledge, Skills, & Abilities (KSA’s):

  • Expertise in supervision, management, and resource planning. Demonstrable experience architecting complex, integrated software solutions.
  • Demonstrable experience as a technical lead on IT projects. Demonstrable experience in system/application development management.
  • Minimum 5 years of experience in web application or software development using modern JavaScript frameworks, web services, and automated test & deployment.
  • Minimum 3 years of experience managing servers including configuration and security.
  • Experience with CMS, CRM, LMS, and other education software.
  • Experience with relational and non-relational databases.
  • Experience with UI and UX principles, concepts, and techniques.
  • Knowledge of common IT infrastructure components. Knowledge of security systems and practices including vulnerability scanners, IDS/IPS, and firewalls. Understanding of the complexity of IT and business interdependencies.

  • Familiarity with IT compliance policies and standards (e.g. HIPAA, COPPA, FERPA, 508, WCAG 2.0) and associated use of data (e.g. storing / sharing E-PHI, PII or other sensitive information).
  • Self-motivated with a high level of personal accountability.
  • Ability to present technical information to non-technical audiences through writing, presentations, documentation, and meetings.
  • Ability to thrive in an unstructured, fast-moving and constantly evolving high growth environment.

Preferred Job Qualifications:

  • 2 or more years of experience as a functional manager in an IT environment.
  • Experience in K-12, higher education, or academic medicine organization.
  • Experience with Drupal, Moodle, Cold Fusion.
  • Experience with digital transformation initiatives or upgrading legacy web applications.
  • Experience in an Agile environment.
  • Familiarity with Site Executive CMS, Freshdesk, Service Now. Atlassian administration experience.
