Job Summary

The Project Manager for College Access & Readiness – Title V Grant is the primary administrator for the Title V Grant project. The Project Manager is responsible for leading all activities of the Department of Education’s Title V Grant project and oversees the strategic planning and day-to-day management of the Title V grant to meet project performance measures and deliverable outcomes in accordance with federal regulations, program requirements, and Tarrant County College District policies and procedures. This position reports to the Executive Vice Chancellor/Provost.

Essential Duties and Responsibilities

• Recruits and hires key program personnel for grant project
• Establishes, maintains, and communicates mission and objectives of project to project staff and college personnel
• Administer project budget according to Department of Education regulations and College policies and procedures. Budget responsibilities include, but are not limited to predictive budget analysis, allocation of grant resources, and ensuring budget expenditures align with project scope of activities.
• Guides and monitors progress toward achieving project goals and objectives and meet all required deadlines
• Establishes and maintains effective communication to ensure project remains congruent with overall institutional development goals
• Responsible for data collection, analysis, and reporting activities related to project
• Coordinates activities to ensure appropriate use and effectiveness of project resources
• Lead and host Title V Steering Committee meetings
• Collaborates with personnel to ensure project activities align with and support strategic work of the College
• Ensures compliance with Title V and US Department of Education policies and grant terms/conditions
• Collaborates with Office of Grants Development and Compliance to ensure all reporting deadlines are met
• Communicates progress of Title V activities to internal and external audiences
• Serves as the primary spokesperson for the Title V project
• Plans and leads meetings to support planning and operations of project
• Plans and implements professional development activities for faculty and staff
• Works with Grants Development and Compliance and grants accountant to ensure financial compliance and budget monitoring
• Oversees preparation and monitoring of project reports for TCCD and U.S. Department of Education
• Interfaces with Institutional Research to gather and synthesize data needed for grant reporting
• Coordinates and facilitates continued activity planning, management, and evaluation
• Authorizes project expenditures, maintains budget, and ensures appropriate use of funds
• Evaluates project activities, performance measures, and deliverables on a monthly, quarterly, and annual basis to benchmark progress toward project goals
• Collaborates with Office of Grants Development and Compliance to ensure proper distribution of and accounting for all Title V records and products
• Initiates hiring processes, in collaboration with HR and supervising department, to ensure project staffing levels adhere with grant requirements
• Reports to Executive Vice Chancellor and Provost and (Title V Project Director)
• Other duties relevant to Title V project as assigned
• Develops and maintains working relations with federal program officer, external evaluator to communicate project activities and respond to recommendations for improvement
• Attends the workplace regularly; reports to work punctually and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Supports the mission, values and 3 goals and 8 principles of the College

Required Education, Experience, Certifications, Licensures

• Master’s degree from a regionally accredited college or university in: Counseling, Social Work, Education Administration, or related field
• Five (5) years of administrative and managerial experience in an educational setting, or equivalent non-profit experience
• Three (3) years of direct supervisory experience in student success, student development, counseling, or related field
• Three (3) years of experience in designing, managing, or implementing Title V or similar programs
• Three (3) years of experience working with students from Title V target populations
• Two (2) years of experience developing and managing budgets
• Experience working with and reporting on large data sets
• Experience working to forward values of equity and inclusion in educational settings

Desired Education, Experience, Certifications, Licensures

• Experience working in multi-campus community college systems
• Background similar to target population of Title V project
• Experience developing presentations and reports
• Experience working with computer hardware and software to accomplish tasks of project management and communications
• Coordination experience in Title V grant program
• Bilingual – Spanish

Knowledge, Skills and Ability

• Excellent oral and written communication skills
• Experience with computerized systems
• Proficiency with word processing, spreadsheet and presentation software
• Excellent customer service and interpersonal skills
