The College of Lake County is currently looking for a Purchasing Technician to join the Purchasing Department. Under the general supervision of the Manager, the Purchasing Technician helps the day to day activities of the Purchasing Department. The Purchasing Technician is a highly responsible technical/office support function providing operational assistance in the sourcing and purchasing of supplies, materials and services in compliance with established purchasing regulations and practices. Prepares, maintains and processes financial and statistical records and reports related to College purchasing functions; and to perform a variety of support services and coordination of College Purchasing functions. Initiates the first steps in the procurement card reconciliation process and contract review, approval and routing for signatures. Provides purchasing department support, exercises discretion in disseminating material and/or information based on knowledge of College policies and procedures, and anticipates and initiates action regarding operational details.

Required Qualification

• High school graduate or equivalent.

• Five years executive administrative support experience.

• Prior experience using report writing software and proficiency in internet research required.

• Proven ability to work effectively and constructively with persons of diverse cultures, language groups, and abilities; demonstrate sensitivity to and ability to work with the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students, faculty, and staff, including those with disabilities; establish and maintain effective working relationships with those contacted in the course of work.

Specialized Training/Skills:
Must have intermediate/advanced knowledge in Microsoft Office programs and report writing software to access data, maintain records, generate reports and communicate with others. Ability to work in a highly collaborative environment and multi-task and prioritize deadlines. Ability to manage multiple priorities within tight deadlines. Ability to write documents following prescribed formats, and/or present information to others. Ability to problem-solve to identify issues and create action plans. Ability to communicate effectively with varying levels of students, staff and external customers. Proven ability to work effectively with individuals and teams from diverse backgrounds and professional responsibilities. Excellent communication (written and oral), interpersonal and organizational skills with good attention to detail and follow-up skills. Demonstrated ability to exercise judgment and discretion and ability to maintain confidentiality. Ability to handle all situations with tact, persuasiveness, and diplomacy.

Desired Qualifications

• Two years of progressively responsible experience in procurement operational support

• CPPB Certification

• Associates degree

• Knowledge of public purchasing practices; pertinent codes, policies, regulations and/or laws; quantity buying techniques

• Experience using PeopleSoft ERP

Summary of Essential Functions

1. Provides administrative support to the Purchasing Department, including coordination of meetings.

2. Maintains purchasing files and records.

3. Responsible for obsolete furniture/equipment tracking, e.g. reporting to Board of Trustees monthly, taking photographs, posting to auction site, etc.

4. Assists in the research of suppliers including new products and sources of supply for the purpose of ensuring availability of vendors and items as needed. May conduct inquiries with vendors, for the purpose of obtaining pricing for needed supplies/equipment.

5. Receives contracts, assesses urgency and completeness. Maintains contract database, routes for appropriate processing, provides timely follow-up and expedites internally and externally when appropriate. Proactively works with internal contacts to insure renewals are processed in a timely manner.

6. Assists with P-Card issuance and monthly reconciliations, follows up as needed. Provides timely notification of potential P-Card use violations.

7. Coordinates a variety of activities including bid calendar with purchasing staff and schedules projects for re-bid or renewal/extension, maintains the purchasing website including the uploading of bid documents, addendums and tabulations, coordination of pre-bid and bid opening meeting rooms, meetings for the Procurement Team, sale of surplus equipment and supplies, ensuring compliance with established regulations and maximizing the District’s resources.

8. Assists with the preparation of written materials including Board Reports, letters, memoranda, drafts and documents related to bidding and purchasing supplies, bid tabulations, bid folders, pre-submission conference forms, addendums, documentation of the formal receipt of RFB / RFP / RFQ / RFI, etc. for the purpose of documenting activities, providing written reference and/or conveying information.

9. Processes documents and materials including contracts, vendor assignments, etc. for the purpose of disseminating information to appropriate parties, and may assist with ensuring the availability of supplies and equipment.

10. Responds to inquiries from various internal and external sources for the purpose of providing information, direction and/or appropriate referrals and insure timely escalation, when necessary. Assists with preparation of FOIA requests.

11. Analyzes a variety of processes (e.g. bids, feasibility studies, etc.) for the purpose of developing recommendations regarding the awarding of contracts, etc.

12. Responsible for maintaining on-going Board of Trustees approval spreadsheet on a monthly basis.

13. Responsible for posting monthly Purchase Summaries to the College website.

14. Schedules activities and/or meetings. Participates in department meetings, in-service training, workshops, etc. as required.

15. Assists auditors in providing requested information for the purpose of providing necessary documentation for completion of audit.

16. Performs other related duties as assigned.

Working Environment:
Must be able to continuously sit and interact with public (internal/external). Able to occasionally walk, stand, bend, squat, climb, kneel, lift 0-50 lbs., carry 0-50 lbs., and push 0-300 lbs.
