The Associate Vice President of Public Safety & Chief of Police (AVP/Chief) will be responsible for the implementation and ongoing development of the law enforcement unit. Along with overall proactive leadership, the AVP/Chief will provide direction, strategic vision and planning for the entire department including the public safety unit, emergency management and planning unit and the Clery Act compliance unit. This position will help to design policies around police operations within OSU as well as design and implement training programs for sworn offers ensuring they are up-to-date on the most recent law enforcement practices. The AVP/Chief will be charged with creating a police force at OSU consisting of performing needs assessments to determine how best to position police operations, development of department specifications, implement policies procedures, plans and strategies as well as the ongoing recruitment for a team of sworn offers dedicated to protect the Corvallis campus community.

Under the general direction of the Senior Associate Vice President of Administration (SAVPA), the AVP/Chief will provide oversight and leadership of all functions and operations of the Department of Public Safety including law enforcement in the protection of life and property, enforcement of University standards and policies, regulations and state laws, as well as the overall safety and well-being of students, faculty, staff and visitors. The scope of leadership for this position will include oversight of public safety and the coordination of law enforcement services for all university campuses and satellite offices, including OSU Cascades, located in Bend, as well as the Hatfield Marine Science Center in Newport, a new facility in downtown Portland, 14 Agricultural Experimental Station sites, and 36 county Extension offices.

The AVP/Chief of Police is a highly visible role that interacts with senior level administrators in strategic planning, long-range physical planning and development, and development of law enforcement programs for the future benefit of the university and the OSU community to include close collaboration with Student Affairs, Faculty Affairs, and Human Resources on broad issues of health and safety.

 

Position Duties Include

STRATEGY, DEVELOPMENT, AND IMPLEMENTATION OF A NEW LAW ENFORCEMENT UNIT FOR THE UNIVERSITY (40%):
Plans and directs the delivery of a law enforcement operation in a collaborative manner that reflects a model of 21st century campus policing and continually builds community trust aligned to the values of Oregon State University, keeping up-to-date on all laws and regulations affecting the University, public safety, and law enforcement.
Provides law enforcement advice, support and information to OSU leadership on policy and procedure changes that affect department operations.
Conducts needed analysis to understand how law enforcement operations should be structured and organized to serve the OSU community.

 

COMMUNITY RELATIONSHIPS (25%)
Develops and promotes working relationships with the OSU administration, faculty, staff, students, community groups, and community leaders.
Forges, strengthens and maintains partnerships with local, state and federal law enforcement agencies.
Maintains an effective and active relationship with the OSU’s Vice President of University Relations and Marketing to provide for and sustain effective internal and external communications related to campus safety matters. This includes, but is not limited, to, matters involving the news media.
Maintains effective and active relationships with State of Oregon leaders in support of law enforcement efforts across the State.

 

DEPARTMENT OF PUBLIC SAFETY AND LAW ENFORCEMENT ADMINISTRATION AND OPERATIONS (20%):
Serves as Oregon State University’s chief law enforcement administrator.
Leads and oversees the overall strategy and direction for University safety, security and law enforcement and protection programs to include a comprehensive strategy and approach for protecting persons, facilities, infrastructure, intellectual, and real properties, enforcement of statutes, regulations, and Oregon State University standards and policies.
Plans, develops and directs the implementation of the department’s short and long-term goals, objectives and strategies.
Contributes public safety and law enforcement expertise for initiatives and programs as requested, such as response teams, compliance reporting, student conduct, threat assessment, etc.
Directs the creation and maintenance of department policies and procedures for daily, proactive response operations.
Directs and performs complex managerial work in the enforcement of the law, ordinances and University standards, policies and procedures. Reviews laws and regulations that will affect the University and the protection of the OSU community.

 

LEADERSHIP AND SUPERVISION (15%)
Serves as a member of the SAVPA and Division of Finance and Administration leadership teams to provide strategies, and expertise to drive decisions and long-term planning.
This position is responsible for the full scope of law enforcement operations on the Corvallis campus as well as functional leadership of DPS services for the Hatfield Marine Science Center in Newport, OSU Cascades campus in Bend, OSU Portland presence, and OSU-affiliated programs at Eastern Oregon University in La Grande, including compliance with the Clery Act.
Assists in compliance with state and federal law, including FERPA and Title IX.
Provides leadership for continuing education for all staff in the department including, plans and directs training programs to provide current information and techniques for the Department of Public Safety staff.
The AVP/Chief of Police supervises the Chief of Public Safety, a team of sworn officers, and oversees public safety officers, dispatch professionals, a Clery compliance team, and an emergency management team, all dedicated to protecting the OSU community and ensuring the campus is safe to learn, teach, and conduct research.
Oversees personnel functions including hiring, salary recommendations, promotions, transfers, and vacation schedules for public safety staff and directly manages personnel functions for law enforcement staff.
