Technical Assistance Specialist for the Learning Resource Center-South

(Housed in the Rowan University College of Education)

The Learning Resource Center - South (LRC-S) at Rowan University is a partnership with the New Jersey Department of Education Office of Special Education and 100% funded by federal Individuals with Disabilities Education Act (IDEA) Part B funds (CFDA #84.027A). The LRC-S is part of the Learning Resource Center Network, a program of the New Jersey Department of Education that promotes usable innovations and evidence-base practices of inclusive education through the availability of resources, services, and professional learning opportunities. The Learning Resource Centers foster the achievement of all students with disabilities, their families, and the educational professionals who work with them as they pursue the goal of increasing opportunities and improving educational outcomes in special education.

LRC-South at Rowan is committed to serving historically marginalized populations receiving special education services, their families and the professionals working with them by making resources and information fully accessible through addressing barriers such as transportation, communication & language, childcare, food insecurity, and dietary constraints.

The LRC-S is seeking a 12 month, full-time Technical Assistance Specialist (new position) to join the team of five (5) full-time staff, six (6) part-time members, two (2) student workers, and a variety of expert consultants.

The full-time TA specialist works with the Grant PI and Director to identify and develop technical assistance aligned to district needs through a needs assessment. The TA Specialist develops and delivers identified technical support and professional development, including induction support for new teachers and 1:1 coaching for district teachers, administrators, advocacy groups, and families. S/he will oversee and lead all work of the technical assistance coordinators and work with the leadership team to design, evaluate, and implement technical assistance in accordance with NJDOE guidelines. The TA specialist identifies, leads, and provides a variety of professional development including conferences and workshops in P12 schools and at the Learning Resource Center at Rowan University. Travel to P-12 schools in New Jersey's seven southern counties is required.

Responsibilities include:
  • Collects and analyses data from needs assessment to develop targeted professional development and coaching for educators
  • Interfaces directly with school/district leadership
  • Meets regularly with PI and Director to develop programming to support the academic, social-emotional, and behavioral needs of P-12 students with identified disabilities.
  • Researches and provides relevant materials and information for educators, families, and advocacy groups specific to special education topics.
  • Works to develop inclusive classroom programming and supports for preservice and novice teachers.
  • Collaborates with special education advocacy groups to increase the accessibility of services to parents and families who support children with identified disabilities.
  • Provides leadership and guidance for the technical assistance team
  • Identifies, coordinates, and leads professional development activities
  • Addresses the identified needs surrounding effective inclusive and co-teaching practices of district partner schools by developing customized training for all district stakeholders including staff, administrators, and families.


Required Qualifications
  • Bachelor’s degree in education and must have an endorsement in special education.
  • Minimum 2 years of teaching experience in P-12 public schools
  • Classroom teaching experience working directly with students with identified disabilities P-12
  • Experience in designing professional development topics for teachers and administrators to support inclusive classroom practices
  • Experience working with both preservice and inservice teachers

Preferred Qualifications
  • Master’s degree in Education with current certification in Special Education (TOSD) and in at least one general education discipline (e.g., elementary education, early childhood, P-12 content areas)
  • Minimum of 10 years teaching experience in P-12 public schools
