General Summary/Purpose

The Financial Manager leads budgeting & finance activities primarily related to the Division of Gastroenterology with a centralized role of Business Automation. Extracts financial data from various accounting and information systems. Performs financial and cost accounting analysis of data. Utilizes knowledge of the University’s and Hospital’s financial accounting systems to aid in the decision making process for the Divisions’ administrative team. Oversees the development and monitoring of budgets for government and private grants and contracts, clinical and affiliated funds, endowment, gift and general funds accounts. Authorizes payment of invoices on and reconciles expenses posted to appropriate accounts. Manages divisional staff and resources to ensure smooth functioning of operations and compliance with all university and/or agency regulations and restrictions. This position interacts closely with Hospital and University financial and administrative leadership, faculty members, and personnel within the Controller’s, Grants Administration and Human Resources Offices. This position reports to the division’s Assistant Administrator with a reporting line to the Associate Director of Finance.

Specific Duties & Responsibilities

  • Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or forecasting probable future conditions.
  • Develops and assists Assistant Administrator in developing business plans for growth and/or revenue enhancement.
  • Prepares business plans for new lines of business, evaluates the financial viability of existing services/programs and creates profit and loss statements for individual faculty members.
  • Works to automate key financial reports, in partnership with the analytics team, to standardize outcomes/workflow for the entire Department.
  • Coordinates and assumes a leadership role in the development of the Gastroenterology budgets. Must be familiar with JHU sponsored and non-sponsored accounting practices, as well as Hospital Joint Agreement and affiliated funds.
  • Re-projects and adjusts current budgets and assists with planning to control expenditures and maximize revenue.
  • Submits budgets for approval to Department of Medicine leadership.
  • Presents and explains Divisional Financial position regularly to Division and Department leadership.
  • Coordinates collection and preparation of financial and operations reports. Locates and compiles information and formats reports, graphs, tables, records and other sources of information. Assembles and categorizes facts and figures for written computation and calculations.
  • Ensures that expenditures for operating funds, grants, and contracts are monitored and that reports are prepared to maintain balanced accounts.
  • Prepares financial and volume-related dashboard statistics for the Division of Gastroenterology – for leadership and individual faculty members.
  • Monitors, identifies, and communicates over-expenditures to faculty and Division Administrator. Helps to resolve funding shortfalls.
  • Conducts weekly meetings with Financial and Sponsored team
  • Reviews monthly financial schedule with team weekly to ensure all key tasks are completed on a timely basis.
  • Works towards revenue maximization by understanding and overseeing the use of various funding sources within for the Division of Gastroenterology.
  • Works with Ambulatory Service Manager and Clinic Supervisors to assist to ensure clinic sites operate at budget.
  • Uses various software applications, such as spreadsheets, relational databases, cost-accounting systems and graphics packages to assemble, manipulate and/or format data and/or reports.
  • Serves as liaison between Assistant Administrator and the Department Chairman’s offices for financial matters.
  • Ensures reconciliation of Division’s procurement card charges, telephone charges, delivery charges, copy machine charges and other charges/invoices; authorizes payment of invoices; coordinates accounts payable function for the Divisions. Monitors and approves expenditures throughout the budgetary period.
  • Works with staff in the Division of Gastroenterology to develop automated billing techniques to improve the billing process and streamline reimbursement.
  • Invoices Hospital entities for Joint Agreement and external affiliated health care activities. Ensures regular revenue stream from these sources by following up on unpaid or late invoices.
  • Works on special projects for the Division Chief and Assistant Administrator as needed, i.e., development of faculty productivity and incentive plan.
  • Ensures timesheets for limited casual employees are regularly submitted and paid
  • Reviews and approves expense/reimbursement all non-sponsored accounts in the Division of Gastroenterology.
  • Reviews and approves shopping cart orders for all accounts.

Authority:

Serves as acting division administrator in absence of the Assistant Administrator. Works with Assistant Administrator to oversee work of the budget specialist and other financial staff. On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences and results having an impact on people, costs, and/or quality of service within the functional area.

Minimum Qualifications(Required)

Bachelor’s degree in finance, accounting, or other related field.

Five (5) years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.

Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by theJHU Equivalency Formula:18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

Special Knowledge, Skills, and Abilities

Knowledge of JHU SAP system preferred.

Advanced ability in Microsoft Office products (Excel/Word, Access) is required.

Excellent communication and interpersonal skills including the ability to interact effectively with all levels of staff, faculty and leadership is essential.

Serves as a representative of the Divisions and the Department of Medicine outside of the confines of the Divisional office space. Functions as a team player and works to maintain harmonious working relationships with coworkers, peers and supervisors.

  • Handling by seizing, holding, grasping, turning or otherwise working with the hand or hands, but without finger dexterity
