Reporting to the Dean of the College, the Director of Nondiscrimination Initiatives/Title IX Coordinator serves as a resource for the College to develop strategies to maintain and ensure compliance with federal regulations such as Titles VI and VII of the Civil Rights Act and Title IX of the Education Amendments. Develops and shares information to assist members of the community to understand their rights and, where applicable, responsibilities under the law. The Director has oversight of intake and investigation of issues in the campus community pertaining to equity, discrimination or harassment, and serves as the College's Title IX coordinator. The Director works with relevant College units to establish and review policies, codes and legal requirements that govern students, faculty, staff and visitors to the campus community.


Essential Duties Summary
  1. Serve as the College's Title IX Coordinator.
  2. Work collaboratively with student service professionals and the Offices of the Provost, Human Resources, General Counsel, and Diversity, Equity, and Inclusion to provide training and develop communication to educate the campus community about resources, procedures, codes and legal requirements.
  3. Supervise the Associate Director for Community Standards & Investigation to address student conduct issues and investigate complaints of violation of federal, state, or campus regulations and policies involving students, faculty, and staff.
  4. Work collaboratively with the Associate Director for Community Standards & Investigation and Dean of the College (or designee) to review conduct and honor code policies and procedures to assess effectiveness and coherence and make appropriate recommendations for implementation, updates, or changes where necessary.
  5. Provide oversight, including supervision of staff to process inquiries or complaints of Barnard College's Policy Against Discrimination and Harassment involving faculty, staff, and students.
  6. Train all parties (investigators, decision makers, appeals officers) involved in the resolution of complaints of discrimination and/or harassment based on a protected class, including Title IX complaints.
  7. Develop and manage the workflow of direct reports for receipt and processing of student, faculty, and staff inquiries or complaints of Barnard College's Policy Against Discrimination and Harassment. Oversee website, communications, and resources for complainants and respondents of discrimination and harassment complaints.
  8. Process all complaints, including conducting investigations and/or oversight of formal and informal resolution processes in collaboration with relevant campus partners including Human Resources, the Dean of the College Office, and the Provost Office. Collaborate with affiliated institutional response, and in particular, colleagues at Columbia University.
  9. Monitor federal, state, and local anti-discrimination/harassment laws and guidance that may have an impact on the College and make recommendations regarding compliance strategies.
  10. Coordinate the College's efforts for compliance with Title IX and the Clery Act through policy development, procedural guidelines, and the education of faculty, staff and students.
  11. Support ongoing compliance through comprehensive review of information. Collect data and prepare appropriate reports as needed to assess and improve programmatic functions.
  12. Monitor the organization and maintenance of grievance files, disposition reports, and other compiled records regarding complaints of sexual harassment and other discriminatory practices, including annual descriptive reports of number and nature of filed complaints and disposition of complaints.
  13. Develop and convene a Public Safety Group pursuant to NY Education Law.
  14. Perform other job-related duties as assigned.

  • Knowledge of and familiarity with laws that relate to higher education and govern conduct processes, such as due process/fundamental fairness and FERPA .
  • Trained in best practices in investigations of civil rights-based compliance (Title IX and other forms of discrimination and harassment based on protective classes).

  • Demonstrated experience or interest in working in a liberal arts environment.
  • Demonstrated experience or interest in working with diverse cultures (e.g., people who identify as LGBTQ , a racial and/or ethnic minority, etc.) and faculty from varied academic disciplines.
Required Qualification Summary
  • J.D. or Master's degree in counseling psychology, social work, student personnel, law enforcement or a related field.
  • Minimum of seven years' related experience, with at least two years of experience in management and supervision; and at least two years working with EEO /Affirmative Action and/or Title IX compliance.
  • Experience with mediation or alternative resolution practices, conducting investigations, writing investigation reports.
  • Experience conducting individual and/or group facilitations to foster effective communication and healthy workplace relationships among faculty, staff and students.
Preferred Qualification Summary
  • Minimum of five years' experience in higher education
  • Experience working with a case management database such as Advocate or Maxient.
