Primary Duties and Responsibilities:

Job Title: Police Officer

Department: University Police

Reports to: Sergeant

Position Summary: Primary responsibilities include enforcing state statute, Illinois vehicle code, campus patrol and supervising student employees, utilizing currently accepted progressive management philosophies. Protect students, faculty, staff, campus visitors, property and facilities from accidents, bodily harm, hazards, fire, theft, vandalism and illegal entry, by enforcing University rules and regulations, enforcing of State statutes, to include traffic and parking regulations and apprehending violators. Must embrace quality customer service philosophy, as subscribed in the department’s Mission and Value Statement.

Provide general information and assistance to the public, conduct criminal investigations and participate in community oriented policing efforts. Community Oriented Policing includes, but is not limited to: friendly engagement with members of the community through talking and professional socializing, conducting presentations to the community on various topics and conducting programming (which has an educational base) for students to allow for a non-criminal related interaction with the students.

Essential Job Responsibilities:
1. Conduct routine patrol activities within assigned areas of the campus.
Patrol residential and academic areas to identify unlawful conduct, whether criminal or non-criminal, to identify hazards to life or property, and to maintain a visible presence.
Initiate and maintain active contact with the campus community and foster community relations activities and crime prevention awareness.
Identify and monitor areas where criminal activities are occurring or are likely to occur.
Make visible vehicle traffic stops for cause to investigate suspicious activities.
Work flexible and non-traditional shifts and schedules.
An understanding of the geography of the Lisle campus and surrounding area.

2. Respond to identified problems and to situations that may be perceived as problems by members of the community, whether criminal or non-criminal.
Initiate appropriate responses by other non-police resources
Document facts necessary to provide for appropriate responses by other non-police resources
Assist faculty, staff, and students gain access to campus facilities.
Lock up and secure facilities as assigned or as needed.
Notify facilities of potential problems and hazards.
Ability to mediate resolutions to problems.

3. Conduct investigation activities of criminal and non-criminal events.
Interview victims, witnesses and suspects and document their statements in written reports or detail formal statements.
Conduct lawful searches of persons, vehicles and places.
Execute search warrants and inventory and document the recovery of property or evidence.
Derive facts and inferences through observation and interview of persons and appropriately document those facts and inferences narratively or within predefined forms.
Determine the appropriate legal standard necessary to conduct searches or to interrogate suspects and to assure admissibility in court.

4. Provide for the safe and convenient flow of traffic and pedestrians within the community.
Enforce state and local traffic control laws, including enforcement of the state's DWI laws and citing and arresting other violators where appropriate.
Investigate traffic accidents.
Identify and take appropriate action to correct unsafe road and traffic conditions.
Aid motorists by giving directions and assisting in obtaining emergency services or repairs.
Direct vehicle and pedestrian traffic.
Operate vehicle monitoring equipment and devices, such as radar.

5. Prepare written reports, forms, memorandums and other documents as required.
Prepare reports to document crimes and other non-criminal events.
Prepare narrative descriptions of facts and events to establish an articulable basis, probable cause and facts beyond a reasonable doubt.
Prepare required follow-up investigative reports for criminal prosecution.

6. Provide emergency services.
Perform as rescuer under adverse and difficult conditions
Exercise standard precautions in the provision of emergency services (i.e., Bloodborne Pathogens)
Assess the emergency medical needs of victims of accidents, disasters or criminal acts
Perform Cardio Pulmonary Resuscitation and other first aid techniques
Provide support and assistance to other peace officers, whether local, state or federal, personnel of the criminal justice system and employees of other communities and agencies.

7. Perform law enforcement services in extraordinary situations.
Participate in maintaining a security perimeter at a disaster or crime scene under adverse conditions
Search for dangerous instruments, such as loaded firearms, explosive devices or hazardous chemicals
Respond to situations where deadly force might be threatened or used and to use deadly force when necessary to protect the life of another
Perform various other law enforcement duties for extended periods and under extreme weather conditions
Accurately discharge a handgun and patrol rifle, and meet qualification standards with non-deadly weapons

8. Operate motor vehicles safely under various conditions and circumstances.
Operate a motor vehicle safely while being observant for traffic law violations, suspicious persons or events or other hazards
Operate a motor vehicle safely in severe weather; including rain, wind and snow storms
Operate an emergency vehicle with red lights and siren safely with due regard for the safety of other drivers

9. Ability to evaluate a situation and to exercise good judgment and discretion commensurate with lawful authority, physical abilities and practical requirements of the situation.

Other Functions:
1. Conduct crime prevention presentations to faculty/staff and students.
2. Maintain positive working relationships with faculty, staff, students, and local emergency responders.
3. Perform occasional light administrative tasks.

Required Qualifications:



Education: High school diploma required. Some college preferred.

Background Investigation: Must be able to pass a thorough background investigation which will include, but not be limited to criminal history check, finger print inquiry, credit history check, personal interviews, interviews of the applicant's previous employers, check of driving record verifying that the applicant has a valid driver's license, and a determination that the applicant is free from a history of infamous or disgraceful conduct.

MUST BE A STATE CERTIFIED LAW ENFORCEMENT OFFICER THROUGH THE ILLINOIS LAW ENFORCEMENT TRAINING AND STANDARDS BOARD

Physical Requirements: MUST BE PHYSICAL FIT with the ability to run, climb, jump, and crawl, in pursuit and apprehension and control of suspects. Ability to do some lifting, bending, climbing, reaching, overhead pushing and pulling.
Ability to drive a vehicle for extended amounts of time without interruption (intervals up to 3-4 hours).
• Possess visual acuity.
• Good physical condition without any restriction in the ability to walk, run, stand or climb multiple flights of stairs.
• Ability to sit for an extended amount of time (intervals in excess of 60 minutes).
• Ability to perform extended foot patrols multiple times during a shift (intervals in excess of 30 minutes).
• Ability to give pursuit of offender on foot.
• Ability to reach, grasp, finger strength and manipulation to operate firearms.
• Strong or power grasps of evidence, property, suspects; tight grasp, wrist, and arm movement.
• Ability to lift a minimum of 25 pounds (floor to waist, waist to floor, floor to chest) ; continuous transporting (pull) up to 30 lbs.; lifting of items weighing from 11 to over 100 lbs. below and at waist level, either with or without assistance; transporting (Pull) items weighing 26 – 50 lbs. for distances up to 50 yards without assistance; Working outdoors in all weather conditions.
• Be able to go from standing to kneeling on both knees, lie down, get up to knees and stand up) Officer do not crawl often, more getting down on knees and back to feet
• Fast walking speed, apprehension and pursuit simulation of suspect
• Ability to react and work calmly under pressure.

• 24/7 Operation, operating 3 daily shifts

Experience: 5 years of law enforcement experience with 1 year of higher education security or law enforcement experience preferred.

Specific Skills: Ability to communicate effectively through oral and written skills with the public, other police department employees and other university employees. Ability to safely operate a police car, routinely and as an emergency vehicle. Ability to safely and accurately discharge a handgun and shotgun. Ability to perform the essential functions of the position. Ability to work flexible schedules, including evenings, weekends and holidays Ability to work beyond the 12-hour shift to cover emergencies, disasters, staffing shortages, or crimes-in-progress. Ability to successfully adjust to working both regular and irregular shift work and shift rotations in order to provide police services 24 hours per day, 365 days per year.

Specific Knowledge, Licenses, Certifications: Certification through the Illinois Law Enforcement Training and Standards Board; Possess a valid Illinois Driver’s License, Possess a valid Illinois Firearm Owners Identification Card (FOID)

Working Conditions: Indoor/Outdoor, regular, irregular and extended shift work and shift rotations
