Job Summary

The Research & Innovation Office at CU Boulder encourages applications for a Contract and Proposal Administrator, National Security Initiative (NSI) to join our team. This new opportunity will report to the Office of Contracts and Grants (OCG) with direct support to the NSI office. The primary role for this position is to provide a variety of support to improve the campus national security-related research enterprise in carrying out contract formation, negotiation, and administration, as well as the proposal development and submission process for federal, state, and industry-sponsored projects.

NSI works with PIs across several departments who have expertise and interest in national-security related objectives. The Proposal and Contract Administrator will support these PIs by completing proposals and award functions related to NSI designated projects. This position works directly with a variety of sponsors and will serve as the contracting and proposal specialist to the NSI executive team, NSI Contracting Officer, as well as collaborate with faculty Primary Investigators (PIs), University Staff, external sponsors, and other partners to address issues and solve problems during requirements development, proposal process, pre-award interaction, negotiation, and award as well as post-award contract administration.

Who We Are

The mission of the Office of Contracts and Grants (OCG) is to help CU Boulder faculty, staff, and students to acquire and manage external funding for sponsored research projects. OCG is committed to protecting the University’s interests by reviewing and approving the submission of sponsored project proposals; negotiating contract and grant awards; monitoring the implementation and administration of sponsored projects; initiating and implementing policies and procedures; providing training to faculty and staff; and serving as the University’s liaison with sponsors and regulatory agencies.

The Office of Contracts and Grants (OCG) is the Authorized Organizational Representative (AOR) and administrator for all externally funded sponsored research on the CU Boulder campus, operating under the direction of the Research & Innovation Office.

The scope of OCG's work begins with proposals through closeout of awards. OCG's Proposal Analysts review and approve the submission of sponsored project proposals. The Grant and Contract Officers review, negotiate, and accept all award agreements and assist with overall award management, including approving and processing modifications and revisions. Subcontract Officers prepare and manage subcontracts, and our Compliance Officers help manage government property and ensuring timely reporting and closeout of awards.

This position will report directly to the OCG, Director of Contracts, or designee and will support the Executive Director, National Security Initiative (NSI) within the Research and Innovation Office (RIO).

What Your Key Responsibilities Will Be

Contract Administration Duties
  • Facilitate the management, preparation, negotiation, review, and approval prior to coordinating execution required for DTUAs, MTAs, and NDAs, as well as modifications to existing sponsored research contracts.
  • Collaborate and provide support in award stewardship to Contract Officers related to compliance processes for incoming sponsored projects, as well as other University offices and external partners, to support sponsored projects.
  • Exercise discretionary judgment on contract terms and conditions, identifying risk and mitigation measures.
  • Develop and edit process documentation as it relates to the work of the Contracts Team and provides support to team members as needed.

Proposal Development and Preparation Duties
  • Protect University interests relating to the business of university research.
  • Advise faculty members on the appropriate response to funding opportunities and possible alternate sources of funding.
  • Review and interpret proposal guidelines and sponsor expectations.
  • Analyze and review proposals to ensure compliance with federal and non-federal rules and regulations, as well as University policies and procedures.
  • Develop proposal budgets that follow federal and non-federal rules and regulations, as well as University policies and procedures.
  • Address compliance issues (e.g. IRB, IACUC, COI) prior to proposal submission or under “just in time” guidelines.
  • Ensure that University commitments are accurate, documented, and approved.
  • Resolve legal, administrative, and financial problems at proposal preparation and prior to the receipt of an award.
  • Determine if a proposal is ready for submission, signing, and submitting proposals on behalf of the University by the sponsor due dates.
  • Provide formal and informal training to faculty members and department administrators.

What We Require
  • Baccalaureate degree.
  • A minimum of three years of prior translatable experience.


What You Will Need

  • Demonstrated high-level administration and organizational skills.
  • Outstanding written and verbal communication skills.
  • Proficiency in the use of Microsoft Excel and Word.
  • Ability to work within a sophisticated, dynamic, matrixed structure across colleges and university administration and with diverse external partners.
  • Ability to manage competing priorities and hard due dates effectively.
  • Good sense of humor.


What We Would Like You To Have

  • Advanced Degree (MBA, MS, etc).
  • Background in Government programs and associated knowledge of FAR, DFAR, and other supplemental regulations, as a prime and/or subcontractor.
  • Active or previous security clearance or the ability to acquire.
