General Summary/Purpose:
The Centers for Civic Impact (Civic Impact) are hiring a Budget Specialist to support the day to day financial operations of Civic Impact. The selected candidate will be responsible for monitoring the use of departmental sponsored and non-sponsored funding, processing financial transactions, providing budgetary reports to the Financial Manager and other members of the management team, and providing general operational support for Civic Impact and its associated centers.


This position reports to the Centers for Civic Impact Financial Manager and works closely with the Deputy Director and other staff of Civic Impact’s associated centers, including GovEx, GovEx Academy, and Applied Public Research.


Civic Impact is committed to working with communities that are focused on ending legacies of structural, entrenched racism and oppression. The Budget Specialist must be willing to think about reimagined government, knowledge, and engagement models through the lens of dismantling these legacies.

Specific Duties:
Financial (85%)

  • Initiate SAP expense reimbursements, check requests, shopping carts, etc
  • Process and manage all vendor and independent contractor (IC) onboarding paperwork
  • Work with procurement and accounts payable to ensure the efficient set up and processing of all vendor/IC purchase orders, check requests, and other financial transactions
  • Ensure spending is in compliance with both University and funding sponsor policies
  • Oversee both sponsored and non-sponsored accounts to ensure spending is in line with approved budgets and that accounts are in good financial standing
  • Manage procurement card and associated records
  • Monthly reconciliation of sponsored and non-sponsored accounts
  • Process both payroll and non payroll cost transfers
  • Initiate internal service requests (ISRs)
  • Run various reports in JHU's finance system (Analysis)


Other Administrative (15%)
● Order supplies, meals, general office items
● Manage office conference room calendars
● Book Civic Impact staff travel using central bill travel card
● Coordinate delivery of supplies and computing equipment to remote employees (may include local travel to and from campus/shipping store)
● Work in collaborative and flexible teams
● Other duties as assigned


Minimum Qualifications (mandatory):

  • High School Diploma/GED.
  • Three years of related administrative and/or budget experience.
  • Related coursework at the college level may substitute for experience to the extent permitted by the JHU equivalency formula.


Preferred Qualifications:

  • Bachelor’s degree in finance, accounting, or other related field.
  • Familiarity with Johns Hopkins University policies and procedures governing procurement, spending, and financial tracking and reporting
  • Familiarity with Johns Hopkins University financial systems
  • Excellent communication and interpersonal skills
  • Ability to build an maintain relationships and clear communications with a variety of stakeholders
  • Proficiency using Microsoft Office Suite, Google Suite, and WordPress
  • Experience using project management and collaboration tools such as Slack
  • Excellent written, presentation, and research skills
  • Commitment to a collegial workplace
  • Capacity to work independently and in a result-oriented work environment

Budget authority (indicate dollar amount of budget managed and type/level of authority):

  • Oversight of $15million per year in both sponsored and non-sponsored funding. Budget Specialist would not have spending/rebudgeting authority but would have responsibility for overseeing the use of funds

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
