Promotes the most effective use of college funds in the acquisition of assigned commodities and services. The position evaluates market conditions and trends, plans specific short- and long-range commodity objectives, assists faculty and staff in defining needs and developing alternative solutions as required, develops and investigates sources of supply, and issues necessary processes to seek competitive pricing. This position is extensively involved in establishing and reviewing contracts for goods and services and assists the Director of Procurement Services as a contracting officer and negotiator. In the absence of the Director of Procurement Services the Senior Buyer coordinates and advises other Procurement Services staff on daily activities.
Bachelor's degree in related business field
Minimum of 5 years working in a purchasing environment
Experience developing, writing and analyzing formal and informal RFQs (Request for Quotations), RFBs (Request for Bids) and RFPs (Request for Proposals) to source goods and services
Strong contract review, analysis skills and negotiation skills
Strong organizational skills, flexibility and ability to work on numerous projects simultaneously
Experience managing complex projects
Ability to communicate and work effectively with a diverse college community
Ability to work under pressure
Commitment to accuracy and attention to detail
Proficiency with Microsoft Office Suite (Word, Excel, Outlook)
Proficiency with ERP (Enterprise Resource Planning) software such as Banner
Master’s degree in related business field
Public and/or government purchasing experience
Familiarity with managing various business and professional services-related bids and RFPs
One or more of the following certifications: Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Accredited Purchasing Practitioner (APP), or Certified Purchasing Card Professional (CPCP).
Knowledge of business law and Kansas statutes applicable to college procurements
Familiarity with public purchasing and public cooperative purchasing contracts
