Portland Community College is seeking an experienced Treasury Analyst to manage the administration of college financial business processes including investments, cash management, debt service and financial reporting. This position is an exciting opportunity to manage and protect the financial assets for the College as well as collaborate with financial and accounting staff throughout the College to provide valuable and timely financial information for decision-making. Candidate Profile

These qualifications, skills and abilities are critical for success in this position.
Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

  • Demonstrated experience in buying and selling investment instruments in compliance with ORS 294.035
  • Experience in the sale and refunding of debt issues in relation to bonds; including providing analysis, reporting and documentation to management and bond counsel
  • Experience with non-profit/college fund accounting standards and requirements
  • Demonstrated experience processing timely electronic payment of taxes, debt service, and investment purchases including internal transfers between college accounts, investment dealers and the local Government Investment Pool as necessary
  • Experience developing proven internal control practices and monitoring compliance with applicable policies, procedures, rules and regulations
  • Experience analyzing institutional cash flow to ensure that funds are optimally utilized and available for daily expenditures and long term obligations
  • Demonstrated experience working successfully in a culturally diverse organization with multiple locations


Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s degree required in Finance, Accounting, Economics or related field (NOTE: relevant experience may substitute for the degree requirement on a year-for-year basis)
  • Three years experience working with cash management and/or investments.



Preferred Qualifications

  • Substantial investment management experience in government, banking, and/or higher education
  • Working knowledge of governmental accounting (GASB) and audit standards
  • Experience using Ellucian Banner or other large ERP systems
  • Experience providing documentation for bond funding
  • Experience in debt service, arbitration and/or bond compliance.



Position Grade 5 Starting Salary Expectations $51,674 to $55,353 (Step 3); based on qualifications, experience, and internal equity. Position Grade Salary Range $51674 to $89601 Annual Salary FTE 1 PCC Benefits

Paid Leave: (Pro-rated by FTE for Part-Time Employees)
- Starts at 13.33 hours of vacation leave per month (additional vacation hours with years of services)
- 1 day of sick leave per month
- 11 holidays
- 3 additional personal leave days per year

Working Conditions and Physical Requirements

Work is performed in an office environment. Occasional extended work hours for special projects and end of the year audit preparation is required. Minimal physical exertion is generally required with occasional lifting and carrying of report logs, file boxes and boxes of canceled checks.
