Note: College of Marin's faculty pools are open to applications on a continuous basis. Although there may not be any current openings, applications will remain on file until the hiring department has a need to add candidates to their pool OR for up to one year from the date of application, whichever occurs first. The Mental Health Counselor provides short term psychological counseling for a diverse population of students with the goal of maximizing success in the college setting. Major duties and responsibilities include providing brief individual counseling for students, crisis assessment and intervention, mental health program and services development, referrals into the community when appropriate, and campus consultation and outreach.

Essential Functions
The Mental Health Counselor will do the following:
  • Provide short term personal counseling and assessment for students individually, in groups, and through screenings, to help students cope with stressors that are affecting their academic, career or personal goals.
  • Interact with and provide services to a diverse student population and college, demonstrating cross-cultural counseling competency.
  • Support students' adjustment to college, career related topics and other developmental issues.
  • Provide crisis intervention services.
  • Consult with faculty, staff and administrators regarding student mental health issues.
  • Initiate and maintain confidential, complete mental health records for clientele as appropriate and submit reports and recommendations as requested.
  • Participate with Student Health Services, Student Services staff and faculty and the college community in planning and implementing student health programs to respond to identified needs, and monitor existing programs for effectiveness, applicability and safety through ongoing quality improvement and program review.
  • Serve as a resource and primary liaison for the college community on issues of mental health promotion and advocacy, which may include classroom presentations, curriculum and resource material development, committee membership, or staff and faculty presentations.
  • Refer students to District support services or external community mental health services and/or other assistance agencies appropriate for student needs.
  • Demonstrate a commitment to professional development and practice of cultural humility. Encourage social justice, equity, and sensitivity in program development and service delivery.
  • May provide bilingual services to monolingual and limited English-speaking students.
  • Perform related duties as required or assigned.

This position is a faculty appointment with administrative coordination and planning duties. The faculty appointment is generally non-instructional, but there may be opportunity for course development/teaching assignment. Standard duties that may be expected of all faculty include development and evaluation of curricula, maintaining scheduled office hours, attendance at department and/or division meetings as designated or appropriate, pursuing professional growth activities, and performing other duties consistent with the role of a faculty member. Faculty also have the opportunity to serve on District and college committees and participate in campus extra-curricular activities. Administrative duties include but are not limited to: mental health program and services development, coordination of personal and crisis counseling services, and coordination of Behavioral Team.

College Faculty and Departments
Participate in division and college-wide committees. Work effectively, both independently and as a team member, with students, faculty, classified staff and administration. Establish and maintain productive working relationships and partner with other departments in the campus community. Communicate effectively with students to help resolve issues and concerns. Create working relationships with student organizations as well as campus staff to collaborate on program delivery.

Student Success & Position Skills
Initiate programming and projects based upon the changing needs of students and the college community. Participate in collecting pertinent student and program data and in preparing reports as needed. Develop tailored outreach. Be organized and service-oriented. Work independently and effectively to manage multiple important priorities. Possess excellent interpersonal, oral and written communication skills and ability to work collaboratively. Demonstrate effective crisis management skills. Possess basic computer skills. Work a flexible schedule, to include evening hours and weekends, to serve students at two campuses of Marin Community College District, and possible off-campus sites.

Requirements & Desirables

REQUIREMENTS
  1. Doctorate and/or Master's in Psychology, Marriage and Family Therapy, Social Work or strongly related discipline; and
  2. Possession of a valid California Psychology, LMFT, LCSW, or LPCC license; and
  3. Understanding of, ability to demonstrate sensitivity to, and respect for the diverse academic, socio-economic, ethnic, cultural, ability, military, religious, sexual orientation and gender identity backgrounds of community college students, faculty and staff; and
  4. Knowledge and experience providing counseling with underrepresented, multicultural community college students; and
  5. Knowledge of applicable laws, standards and ethics of professional conduct related to independent practice of psychology, counseling and related topics in healthcare.

DESIRABLE QUALIFICATIONS
  • Recent professional clinical experience, preferably in a college setting, using brief treatment models.
  • Experience in counseling students having a wide range of skills, motivation and academic or occupational goals.
  • Awareness of and commitment to the philosophy and objectives of the California community college.
  • Vision and energy to plan and organize programs and outreach to enhance student success.
  • Understanding of contemporary equity and diversity concepts and issues in a community college setting
  • Experience in providing direction and training to mental health interns.
  • Experience teaching or training adult populations.
  • Bilingual in languages that reflect College of Marin's diverse student population.
  • Experience working with veterans, to include knowledge/experience working with clients coping with post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI).
  • Experience working with foster-care youth.
  • Ability to provide clinical supervision or consultation to doctoral or masters level interns or practicum students and professional colleagues.
  • Knowledge of electronic records systems.

KNOWLEDGE AND ABILITIES
In addition, successful candidates will demonstrate the following knowledge and abilities:
  • Ability to administer psychological assessment techniques.
  • Ability to demonstrate crisis management and consultation skills.
  • Ability to develop outreach and prevention services that promote psychological wellness (including, but not limited to, training students, staff, and faculty on assessing and referring students in distress).
  • Ability to present workshops and in-service training.
  • Ability to initiate innovative service delivery strategies.
  • Ability to demonstrate planning and organizational skills.
  • Proficiency with Microsoft Office software and comfort with learning and utilizing other software/databases.


CONDITIONS OF EMPLOYMENT

Prior to employment, the selected candidate will be required to complete the following:
  1. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  2. Criminal Justice/Fingerprint Clearance.
  3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  4. Certificated candidates who have not previously been employed in an academic position in California will be required to provide a medical certificate from a licensed physician showing that the candidate is free from any communicable disease unfitting the candidate to instruct or associate with students. The medical exam shall have been conducted not more than six months before submission of the certificate and shall be at the expense of the candidate. (Ed. Code Section 87408.6)
  5. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Supplemental & Salary Information

LOCATION
Primarily the Kentfield campus with occasional need to work on the Indian Valley campus in Novato.

BARGAINING UNIT & RETIREMENT PLAN
UPM - Part-time Faculty:
Employees in this position classification are considered Temporary Credit Unit Members and are represented by the United Professors of Marin (UPM/AFT 1610). Part-time faculty members are required to comply fully with the United Professors of Marin Collective Bargaining Agreement, including payment of union dues or charitable contributions. General information regarding rights and responsibilities under the Agreement can be found in the Collective Bargaining Agreements section of our Human Resources site. Part-time UPM employees are also members of the California State Teachers' Retirement System (CalSTRS).

SALARY INFORMATION
FLSA Status: Exempt

Counselors are placed on the Faculty Salary Schedule. Please refer to the Faculty (UPM/AFT) Salary Schedule on our Human Resources site for detailed information.

Salaries for Mental Health Counselor Part-time Temporary Pool members are based on the number of units assigned (see Hours-to-Units conversion formula below) and are paid at 95% of the Full-time Faculty Salary Schedule. New part-time counselors will be placed between Step 1, Column 1 and Step 9, Column 5 of the salary schedule, depending on background and experience.

Payment Formula for Part-time Temporary Counselors:
  1. Hours to Units: Hours per semester divided by 599, rounded to 4 decimal places, and multiplied by 15 units = # of Units.
  2. Temporary part-time credit payment formula: Annual Salary x # of Units divided by 30 units x 95% = semester payment; divided by five (5) = monthly salary.
