Reporting to the President, the Vice President of Administration/Chief Financial Officer (CFO) provides strategic leadership and managerial oversight of college financial operations.  The Vice President/CFO is responsible for STCC’s operating and capital budgets, financial planning and fiscal forecasting. In addition, the Vice President/CFO provides leadership of all managing, accounting and reporting of college investments, compliance with state and federal regulations, and engages with government entities. They also serve as a key liaison to the STCC Board of Trustees. Given the nature of STCC’s historical campus and infrastructure, the Vice President/CFO plays a pivotal role with the Massachusetts Division of Capital Asset, Management and Maintenance (DCAMM). The Vice President/CFO oversees the Division of Administration and Finance, is an astute collaborator, and with the President and senior administrators, promotes and implements the college’s strategic goals including equity/inclusion, infrastructure/facilities, and student recruitment/retention.


  • Oversees the day-to-day financial operations of the college. Provides supervision for all operating, capital/facilities and grants budgets; budget modeling done in concert with the President and senior administrators include allocation, disbursement and preparation of revenue projections including shortfalls and risk assessments.
  • Accounting Oversight: accounts receivable; accounts payable; supervision of financial transactions, student financial aid/services; manages the general ledger; preparation of financial statements and ensures coordination with independent auditors; college payroll operations; cash management; investments; coordination of the collection of student loans and other accounts receivable.  Ensures a strong system of internal controls of fiscal resources.
  • Budget Oversight: data collection, analysis, and preparation on regular intervals of STCC annual operating and capital budgets; monitoring of expenditures against approved budgets and in relation to strategic plans.
  • Capital Planning: allocate and secure resources to address deferred maintenance, infrastructure improvements, campus renovations and major capital expenditures in alignment with the college’s strategic goals.
  • Demonstrated capacity to structure contracts, business opportunities, seek operational efficiencies, and leverage financial transactions that forward the success of STCC.
  • Supervision across the division includes Finance/Budgets (Controller, Business Services/Procurement, Finance/Fiscal Projects, Payroll), Student Financial Services (Dean), Campus Safety (Police Chief), Facilities (Senior Director), related Emergency Preparedness, and third-party services including Campus Bookstore, Child Care, and Copy Center.
  • Demonstrated skills in the supervision of multiple complex units with the proven ability to effect and influence change and innovation; effective communication and ability to develop collaborative working relationships with staff and faculty.
  • Demonstrated knowledge of budget and technology models and software that link resource allocation performance and strategic planning.
  • Appreciation for a work environment built to support diverse students, at an institution with an access, affordability, and technical mission and focus.
  • Effective communicator through use of data; informs multiple audiences including STCC Trustees; is a member of the President’s Cabinet and provides essential contributions to strategic planning and capital infrastructure development.
  • Liaison on behalf of the college to the STCC Assistance Corporation (“Tech Park”).
  • Manage sensitive information and adheres to strict confidentiality.
  • Other duties as assigned



  • Master's degree required in finance or related discipline; Certified Public Accountant (CPA) license strongly preferred.
  • Extensive financial and budgetary leadership with five or more years of senior management in financial planning or budget oversight and forecasting, preferably in higher education.
  • Substantive evidence of success in overseeing an entity's budget planning processes with understanding of limited resources and expertise in the preparation of non-profit and/or public sector budgetary analyses.
  • Comprehensive knowledge of financial, investment, statutory and Internal Revenue Service mandates, plans and funding formulas, and institutional Master Plans.



Work is generally performed in an office setting with comfortable environmental conditions.  This position is stationary 50% of the time and frequently needs to move about inside the office department, and throughout the campus community, as needed.   Constantly operates a computer and other office machinery, i.e. calculator, copier etc.   The person in this position frequently communicates and interacts with management and employees.
