General Summary/Purpose

The Bill & Melinda Gates Institute within the Johns Hopkins Bloomberg School of Public Health (JHSPH) has launched a second phase of an innovative survey research program in partnership with Jhpiego, entitled Performance Monitoring for Action (PMA), formerly PMA2020. The project is designed to deliver high-quality, rapid-turnaround data into the hands of public health policymakers, program managers, and other stakeholders at frequent intervals to promote data-driven decision-making to improve the health and welfare of populations. To achieve this goal, PMA recruits women from the communities and trains them to collect data on a routine basis using smartphone technology. PMA data collection platform operates in eight geographies, with plans for targeted expansion in donor priority geographies. The PMA Global partner Jhpiego oversee sub-award management and program management with country partners, and promotes platform sustainability, communications and data utilization efforts.

Building on the PMA platform, a new project, titled “Gender and Social, Economic, and Safety Impact of COVID-19 Among Youth,” is designed to characterize the gendered dimensions of the social, economic, and safety impact of the COVID-19 outbreak among more than 1,200 adolescents and young adults in Nairobi, Kenya. In 2019, PMA Kenya conducted a series of respondent-driven sampling surveys with young men and women in Nairobi. The study builds on the collective team’s long-standing relationships, as well as knowledge of the needs and services in Nairobi from past work, including myPlanKenya, an app-based safety decision aid for violence survivors and those at risk.

Specific Duties & Responsibilities

The Program Officer will join the PMA survey operations team, which oversees the global management of the PMA surveys and provides technical assistance in key areas throughout survey operations in collaboration with in-country university/research institutes. Major responsibilities include providing remote/in-person technical assistance during field staff trainings, field pre-testing, and data collection. They will facilitate IRB submission at JHSPH and documentation of country-level changes to protocols, will assist in grant-reporting responsibilities to project funders, will coordinate data cleaning and analysis, and will help in planning dissemination events. The Program Officer will also coordinate with relevant module and activity-specific leads within the PMA survey platform organizing related data collection activities.

Minimum Qualifications(Required)

Master's degree in public health, international development, or a similar discipline required.

  • Three (3) years working in the field of survey implementation or sexual and reproductive health programming, preferably in low or middle-income countries.

Additional relevant experience and/or training may substitute for some education.

Special Knowledge, Skills, and Abilities

  • Must be comfortable using various software applications, e.g., Microsoft Office package (Word, Excel, PowerPoint), SharePoint, Dropbox, Microsoft Teams, etc.
  • Must be a fast learner with independent problem-solving ability and strong communication skills.
  • Must be able to work in Baltimore and travel internationally up to 15-20% of the time.
  • Experience working in academic or research environments preferred.
  • Experience and/or familiarity with statistical software packages (notably Stata) or publishing software (InDesign).
  • Experience working with organizations or governments in low and middle-income countries is preferable.
  • Knowledge and work experience in family planning programs is a plus.
  • French language proficiency a plus.
  • Working knowledge of other program country languages beneficial.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
