Responsibilities

The Associate Director for Business Application Services serves Florida State University as a resource for Human Resources operational processes and systems; responsible for management of a team of novice to advanced business systems analysts who build, maintain and coordinate development of complex business systems and processes within the University's ERP system and associated applications.

 

Lead and supervise business systems analysts in the unit who gather requirements, design, configure, and test enhancements and system integrations developed to support the university Human Resources (HR) / payroll systems including PeopleSoft and other applications. Provide management direction by setting short and long-range goals, establishing priorities, monitoring and evaluating the ongoing work of the unit, and fostering the growth and professional development of each team member. Serve in a consultation and mentor role for the research and analysis of complex requirements, questions, or issues related to system modules within PeopleSoft HR (OMNI HR) and associated application integrations and provide guidance and assistance as needed to functional & technical staff resources.

 

Serve as the project manager for various HR and payroll projects. Foster a project management and collaborative culture within the team, within Information Technology Services, and with campus partners. Develop and foster team member knowledge and skills related to project management and project management methodology including both waterfall and agile frameworks.

 

Collaborate with partners, stakeholders and colleagues to identify, manage and prioritize projects and initiatives to create shared ownership and vision. Coordinate efforts to maintain system operational excellence across production and Disaster Recovery (DR) sites.

 

Responsible for developing and providing justification for budget planning and for approving expenditures related to the operational unit including working with external vendors on statements of work, staff augmentation, etc.

 

Support training and infrastructure needs. Determine and provide input to system changes that may require training of end users. Ensure environments are ready for end user training. Provide oversight for the support of campus partners in the development of job aids and other training materials. Provide awareness of timelines and coordination for upgrades and patches specifically related to configuration changes, enhancements, and other system changes.

 

Performs duties in compliance with ITS policies, guidelines, and processes pertaining to support requests, work orders, project management, change management, and incident management. Appropriately utilizes associated tools in accordance with ITS standards.

 

Qualifications

Master's degree and four years of experience related to technical services or a bachelor’s degree and six years of related experience.

 

Knowledge of and the ability to apply the principles and practices to strategically align tasks and people with organizational goals and objectives.

 

Excellent oral communication, written communication and presentation skills.

 

Ability to convey technical information to technical and non- technical users.

 

Ability to demonstrate critical thinking based upon in-depth data, substantiating information, considering and respecting others' input personal values, and ethics.

 

Ability to document existing and new processes.

 

Ability to establish and maintain effective working relationships.

 

Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

 

Ability to evaluate process effectiveness and develop change or alternatives.

 

Ability to provide leadership and direction in programmatic, budgetary, and operational functions.

 

Ability to strategically plan and serve as a catalyst for organizational change, cultivate a shared vision with others, and motivate others to transfer vision into action.

 

Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.

 

Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.

 

Knowledge of purchasing, procurement, budgeting, and administrative management.

 

Knowledge of the concepts, principles, and practices of accounting, budgeting, and cost control procedures.

 

Knowledge of applicable computer software and operating systems relative to the PeopleSoft/Oracle application suite and its application to FSU business processes.

 

A minimum of 5 years functional/technical experience directly supporting PeopleSoft HR/payroll which includes configuration, testing, roll-out and postproduction support.

 

A minimum of 2 years of supervisory experience.

 

Experience building and maintaining trusting relationships with key business partners and stakeholders.

 

Preferred

Project management experience.

Experience using the agile methodology and framework.

Experience running and supporting payroll in PeopleSoft

 

Pay Plan

This is an A&P (Administrative and Professional) position.

A Standard criminal history background check shall include: a seven-year county criminal history search, an FDLE statewide search, a national criminal database search, a federal criminal search, and a National Sex Offender search.
