Buyer II - Procurement and Contract Services

Position Category: Staff - Full-Time

Summary:
Utah Valley University's Department of Procurement & Contract Services is seeking a Buyer II to join their team.
This position will procure equipment, supplies, and services for assigned areas and in accordance with University policies, procedures, and guidelines as well as state and federal procurement laws. Reviews requisitions and writes specifications for Requests for Proposals (RFP), Requests for Quotes (RFQ), and formal bids. Negotiates purchase agreements and supply contracts. Determines vendor sources, product needs, and availability.

Required Qualifications:
Graduation from an accredited institution with a Bachelor’s degree in Business, Accounting, or a directly related field and two years of experience related to the summary of duties; or a combination of education and/or experience related to the summary of duties totaling six years.


Knowledge, Skills and Abilities:
  • Knowledge of computers and computer applications.
  • Knowledge of cost analysis techniques.
  • Knowledge of contract law.
  • General knowledge of State of Utah purchasing/procurement laws, procedures, techniques, best methods, etc.
  • General knowledge of accounting and basic business principles.
  • Interpersonal, problem-solving, and decision-making skills.
  • Negotiating skills.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skills in computer office software (Word, Excel).
  • Skills in using Ellucian Banner and Jaggaer e-Procurement platform.
  • Ability to analyze purchasing requests/orders for compliance.
  • Ability to use independent judgment and to manage and impart confidential information.
  • Ability to operate office machines and computer peripherals.
  • Ability to apply effective general principles to specific conditions.
  • Ability to work well in stressful situations.
  • Ability to communicate verbally and in writing.
  • Ability to work independently on a multi-task level, prioritize, and follow projects through to completion.


Preferred Qualifications:
Certified Professional Public Buyer (CPPB), Certified Professional in Supply Management (CPSM), or other similar certification preferred.


Physical Requirements:
No or very limited physical effort required.
No or very limited exposure to physical risk.
Work is normally performed in a typical interior/office work environment.

Pay Range: $37,706 - $47,132
