Facilities Project Manager

General Summary/Purpose

The Facilities Project Manager is responsible for the oversight and preparation of all facilities projects to include renovation, repair and space reallocation for the Department of Medicine (University & Hospital). Work with contractors, maintenance and construction teams to ensure projects are completed in scope, on budget and on time. Provides guidance and expertise to faculty and administrators for space needs, footprint expansion, etc.

Specific Duties & Responsibilities

PROJECT MANAGEMENT

  • Responsible for the coordinating with FD&C on project finalized scope of work statements, project estimates and schedules and provide local oversight to contractor activities; report back to FD&C on any necessary change orders.
  • Coordinate oversite of the square footage of JHU & JHH Dept. of Medicine (DOM) space
Total JHU Space:

Clinical – 31,000 nsf

Research – 210,000 nsf

Administration – 179,000 nsf

Total JHH Space:

Hospital - 213,000 nsf

  • Review all DOM projects that come through DOM Facilities Administration; manage two team members, an Engineering Project Manager and a Facilities Service Coordinator.
  • First point of contact for projects vetted through Facilities Design & Construction (FD&C) for the space indicated above.
  • Provide space utilization recommendations for the E. Baltimore and Bayview campuses to DOM Academic & Clinical Administrators, DOM Vice-Chair of Research and all DOM Divisions.
  • Manage the DOM Archibus space databases for JHU & JHH;
  • Lead DOM Facilities team in working with maintenance teams to ensure that all HVAC, plumbing, electrical and mechanical issues are maintained promptly for DOM space.

    SPACE ALLOCATION
  • Primary point of contact for faculty for any space or equipment concerns; work with SOM Executive Vice-Dean, Sr. Dir. Architecture/Planning and Sr. Director of Facilities Management on DOM space related projects/concerns.
  • Provide space assessments for all divisions (includes offices, labs, equipment areas, clinical areas, etc.)
  • Review architectural drawings & furniture layouts and proposals – Ensure that all the tenants’ specified requirements are captured in the drawings and proposals. Propose modifications if needed
  • Assist in evaluating divisions’ current space assignments and suggest alternative options as space density increases to accommodate increase in staff within original footprints of space.
  • Negotiate for space for DOM areas due to expansion needs, relocation of programs, new Directors, building closures, etc.
  • Survey existing project areas, operations, systems, equipment, furniture and other components of the space/facility
  • Work directly with contractors in non-Hopkins buildings
  • Contract services for work needed in non-Hopkins buildings to obtain pricing, manage contractor SOW and oversee work to ensure work is done to specifications (includes HVAC, plumbing, flooring, furniture, structural changes, painting, etc.)
  • Lead space consolidation efforts
  • Evaluate current space utilization and develop new space allocation based on current needs of faculty/staff.
  • Work with faculty/staff on consolidating equipment & supplies and discard unneeded and/or outdated equipment.
  • Ensure all science needs are met for research
  • Responsible for overseeing the setting up and closing down of areas (labs, inpatient & outpatient areas, etc.)
  • Work with Safety, Chemical Pick-up, Maintenance, Movers & PI’s to discard all unwanted materials in a specified area.
  • Work with FD&C to prepare area for new tenant by patching, painting, modifying, cleaning & inspecting the space
  • Membership on the SOM Bayview Space Committee (Members: Assoc. Dean of Research, Asst. Dean JH Bayview).
  • Partner with leadership to solve new space needs for all Departments on the Bayview campus.
  • Analyze existing allocations, propose reassignments and provide guidance on occupancy and layout of space.
  • Work in partnership with the project managers for both JHH & JHU Facilities, Design & Construction Teams.
  • DOM delegate for DOM projects that average $5,000 – $1,000,000.
  • Provide guidance to division leaders throughout projects to completion; collaborate with division to determine scope of work, review with FD&C, analyze project quote to ensure it is within budgetary limits and negotiate with divisions how to minimize cost but maintain requested end result.
  • Provide guidance to divisions and insight as to how to maximize their space for functionality and aesthetics as well as keeping it within budget constraints.

    EMERGENCY/CRISIS RESPONSE
  • Member of the Emergency Management Committee Research - Representative for DOM.
  • Attend monthly Emergency Management meetings with Sr. Director of Emergency Management and other Departmental representatives to develop crisis management.
  • Case review on incidents that have taken place, review how it was managed and share lessons learned.
  • Attend Disaster Coordinator Education Sessions monthly with other department leaders. Share pertinent information with Department of Medicine.
  • Responsible for business continuity plan and research crisis/incident management for DOM.
  • Work directly with Sr. Director of Emergency Management to provide current Inventory of research space and plan provisions for lab space, animals, equipment & science in the event of a disaster.
  • Provide alternatives and back-up solutions for outages that would affect freezers and animals
  • Minimum Qualifications(Required)

    Bachelor’s degree required.
    Five (5) years of related experience.

    Additional related experience may substitute for required education, to the extent permitted by theJHU Equivalency Formula:30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

    • Proficiency in Microsoft Word and Excel; database and spreadsheet knowledge.

    • Detail oriented and excellent organizational and time management skills required.
