Purpose of Position

This position is responsible for managing financial activities in Facilities Management (FM), including planning, forecasting, budgeting, monitoring, directing, coordinating, and reporting to meet NKU guidelines and requirements. Establishes financial and administrative reporting standards; leads the budget development process; is the primary contact for internal and external auditing and routinely performs in-depth analysis as necessary.

Primary Responsibilities

• Interprets University financial (accounting & procurement) policies and procedures, and counsels the FM team on the proper appropriation and use of budgeted funds. Uses SAP to monitor unit budgets and ensure that all units remain within their allotted budget, Monitors labor/ salary reports to ensure adequate funding for overtime and related expenses. Submits SAP adjustment entries as necessary.
• Provides a quarterly forecast of operating and personnel expenditures by budget unit and as a whole to relevant directors and AVP Facilities Management. Provides AVP Facilities Management and director periodic Cash Flow and Deferred Maintenance reports. The Cash Flow report forecasts major project spending by quarter. The Deferred Maintenance report details expenses approved by the AVP FM, reserved funding for small projects, and available balance.
• Prepares an annual Budget Package of next fiscal year’s funding requests for the entire Facilities Management Department for AVP FM that includes current and new fixed costs, essential expenditures, new positions, revenues, and fees.
• Manages annual update and review of NKU’s data in APPA’s (Association of Physical Plant Administrators) FPI (Facilities Performance Indicators) and Energy survey modules. This requires coordinating the efforts of several managers, collecting data from multiple sources, and performing numerous data integrity checks.
• Supervises an Administration Specialist that supports this position. The Specialist pays all the utility bills, prepares a quarterly Irrigation Report, processes requisitions for goods and services, manages the credit card process, and leads the annual Asset and Consumable Goods audits. This position must be able to perform all of these functions not only to provide backup coverage, but to fully understand the applications of those functions on actual expenses, budgeting, and forecasting.
• Manages the annual fiscal year end closing process and verifies the starting position of next year’s budget. Works with Campus Planning to assist in the development of the Capital Planning forecast and to complete the annual state reports.
• Calculates and records quarterly labor and material cross charges to Real Property, Parking Services, and University Housing.
• Assists in the tracking of project related financial accounting; development of new reports; refining of work processes or systems as necessary, such as, Facilities Condition Index updates, SchoolDude Inventory Tracking module startup, SchoolDude Capital module startup, and implementation of a new employee uniform program.
• Assist with audits, responds to various requests for data and analysis, and performs other duties as assigned.

Qualifications

Bachelor’s Degree (Accounting, Business Administration or related field) and four years’ related experience. Minimum three years’ related management experience. Master’s Degree and three years’ related budget experience accepted in lieu of Bachelor’s Degree and four years’ related experience.

Proficient in SAP (or similar financial package), Microsoft Office, budgeting and forecasting.
