The Title IX Coordinator and Clery Act Compliance Officer will serve as the primary authority for monitoring and coordinating compliance of the University with Title IX of the Education Amendments of 1972, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, and other state and federal laws and regulations as assigned. This position reports directly to the Dean of Students and will work closely with the General Counsel's Office, keeping the General Counsel apprised of the status of open investigations and of the University's progress related to compliance requirements and deadlines. The position will assist the Division of Student Affairs, Public Safety, Human Resources, Global and Off Campus Education, Athletics and other offices to effect compliance with Title IX and the Clery Act, as well as related laws and guidance affecting each department. The position shall be responsible for reviewing, investigating and resolving reports of sex discrimination (which includes sexual and gender-based harassment and violence), stalking and relationship violence (in conjunction with Human Resources where a party to the complaint is an employee); coordinating required education and training programs; preparing and disseminating the University's Annual Security and Fire Safety Report; and compiling and submitting mandatory reports to external reporting bodies.
Coordinate the University's review, investigation, and resolution of all reports of sex discrimination, stalking and relationship violence for faculty, staff and students.
a. Assess and respond to reports of sex discrimination, stalking and relationship violence.
b. Arrange interim measures and remedies, as appropriate, in collaboration with the Dean of Students, Provost or Human Resources.
c. Investigate all complaints of alleged sex discrimination, stalking and relationship violence where students are involved as complainants or respondents.
d. Administrate disciplinary proceedings against students and recognized student organizations.
e. Collaborate closely with Human Resources and the Provost regarding disciplinary proceedings against faculty and staff.
f. Identify and address any patterns or practices of sex discrimination that arise during a review of reports and respond appropriately.
g. Work closely with the General Counsel to ensure the University is meeting its legal obligations under Title IX, the Clery Act and related laws.
h. Revise, as necessary, a confidential online reporting form to document reports of sex discrimination, stalking and relationship violence allegedly committed against students and train responsible employees on when and how to complete it.
Monitor campus climate regarding sex discrimination, stalking and relationship violence.
a. Track reports of sex discrimination, stalking and relationship violence.
b. In collaboration with the Office of Institutional Research, create or select appropriate campus climate surveys compliant with federal regulations and implement the administration of all related surveys periodically as required and/or needed.
Develop and coordinate required education and training programs related to Title IX, the Clery Act, and other relevant laws and regulations.
a. Develop and coordinate required training for students, faculty and staff, keeping detailed records of training presented and attendance at each session.
b. Develop and coordinate required annual training for individuals involved with the investigation and resolution of complaints of sex discrimination, stalking or relationship violence against students.
c. Coordinate and annually administer training programs for the offices required to prepare and verify compliance.
d. Develop and coordinate a compliance orientation and rules education program for new staff members who are hired in the offices subjected to the regulations.
e. Develop a system for disseminating information on current rule interpretations that affect those offices subject to the regulations.
f. Revise, as necessary, information on the University's website related to sex discrimination, stalking and relationship violence.
g. Respond in a timely manner to requests by staff for regulation clarification and interpretation.
Draft policies and procedures to ensure compliance with law and regulations.
a. Stay abreast of national trends, guidance, law and regulations.
b. Monitor and revise policies in the student handbook, faculty handbook and staff handbook accordingly.
Develop and implement a comprehensive compliance database to assist each office with monitoring and reporting of compliance-related information.
Supervise the Interpersonal Violence Prevention Coordinator.
Prepare and disseminate the University's Annual Security & Fire Safety Report.
a. Identify Campus Security Authorities (CSAs) and annually notify CSAs of reporting obligations.
b. Identify Clery geography and coordinate requests for crime statistics from law enforcement agencies.
c. Review and, where appropriate, suggest revisions to departmental policies, procedures and programs to ensure compliance.
- Masters or law degree
- Five (5) years of experience in higher education, direct Title
IX or Clery Act compliance
- Working knowledge of applicable federal law and regulations,
including Title IX, the Clery Act and the Violence Against Women
- Ability to implement and monitor administrative systems to
ensure compliance with applicable regulations
- Direct, manage and perform detailed work with accuracy under
- Strong communication (verbal and written) and interpersonal
skills combined with the ability to collaborate effectively with
colleagues and students having a range of backgrounds, interests
- Demonstrated commitment to diversity and inclusiveness
