The
University of Maryland, Baltimore is now recruiting for a Director
of Financial Systems within the division of Administration and
Finance to oversee the implementation, configuration, and
regulation of enterprise-wide financial systems and applications
campus-wide. The Director will have responsibility for providing
advanced project management support and direction for the
implementation, modification, and continued support of
enterprise-wide financial systems and applications.
This position will lead a team and work closely with various
departments and schools throughout the university to identify
requirements and timelines in regard to support for campus
financial systems. This position will act as a liaison and advisor
between functional users and technical staff in order to maximize
the use of resources and achieve operational goals related to the
use and function of financial systems/applications.

Essential Functions:
Provide support and direction to daily operations in order to
achieve desired outcomes.
Develop and implement guidelines, policies, and procedures for
financial systems and applications.
Participate in strategic planning. Determine and enforce
processes, practices, and/or policies. Manage operations, workflow,
projects, and/or systems that have strategic impact. Oversees and
executes strategic goals and objectives that align with overall
School/University strategy.
Provide project management assistance, expertise, and/or
resources for the technology aspects of new financial software,
applications, and services being deployed across the
university.
Act as a member of project team(s) for financial systems based
projects. Provide advisement in order to provide logistical support
for department contacts and project leads related to project
management methodology.
Manage a team and provide direction regarding planning, design,
implementation and testing of new financial systems and related
projects. Maintain relationships between internal client and
subject matter experts, and external vendors, consultants,
developers, engineers, analysts and other professionals assigned to
the project. In cooperation with leadership, provide direction in
setting project strategy to meet time, budget, and performance
goals.
Develop and implement training initiatives for financial
systems.
Develop and implement troubleshooting and support initiatives
in conjunction with UMB’s end user support organization (i.e. Help
Desk); elevate functional issues to application vendors to find
solutions.
Design and lead with the procurement officer in the development
of RFP’s and the vendor selection process for software and
implementation vendors.
Provide feedback to teams and/or committees which may include
Human Resources, CITS, IT Steering Committee, etc. in regard to the
use and financial systems and applications.
Manage vendor relations for hardware, software and
implementation vendors.
Ensure successful application conversion and implementation for
all users and key stakeholders.
Perform other related duties as assigned.
Qualifications
Education: Bachelor's in Accounting,
Finance, or Business Administration.
Experience: Seven (7) years of financial or
management accounting, budget, auditing, assessment of internal
controls, or financial analysis including (2) years working with
the design and implementation of financial systems (eg. Oracle
Cloud).
Supervisory Experience: Two (2) years of
experience at a management/leadership level.
Other: Master’s degree is preferred and can
be used to substitute for 2 years of relevant experience.
Additional degree in Systems Technology is preferred.
Designated as an essential employee who may be required to work on
non-business days or outside of normal business hours in order to
ensure the continuity of operations for information technology
services.
