A successful candidate will play an active role in FMU's existing academic and operational success. This role will be responsible for managing the following areas in the Office of Human Resources: Employees relations as it relates to Leave Request, Complaint Reporting, Title IX, and Performance Management. This also includes policy implications of negotiations and disputes, and disciplinary actions.

Essential Functions:

Perform Middle-Level Management of day-to-day operations.

  • Employee Relations: Develops and administers various labor agreements, administers grievance procedures, and provides labor relations support. Directs and coordinates preparation of position descriptions, job evaluation templates, and ensures FLSA classification compliance. Acts as a liaison between department managers, coordinators, and staff.
  • Title IX: responsible for the oversight and management of the University’s Title IX investigation and compliance efforts. Charged with cultivating a safe, inclusive campus climate through prevention, education, and outreach efforts, in addition to providing strong investigative and reporting channels.
  • Leave Request: manage and execute leave and Family Medical Leave (FML/FMLA) requests while complying with the local, federal, and state regulations.
  • Analyzes information and data necessary to define and discern cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
  • Uses surveys, interviews, and other studies to conduct research regarding human resource policies, compensation, and other employment issues. After analyzing the information, makes recommendations on changes.
  • Advises and trains managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances. Develops further training as needed.
  • Represents organization in contract negotiations, meetings, and negotiations with employee and labor organizations.
  • Collaborates with leadership on matters of policy and terms of memorandum of understanding before and throughout negotiation process.
  • Collaborates with legal counsel and departments in the preparation for and participation in negotiation with employee and labor groups.
  • Administers unemployment insurance processes, reviews liability reports, monitors program costs and recommends policy changes.
  • Assists with the development of staffing strategies.
  • Assists, develops, streamlines and enhances HRIS systems, tracking reporting and analysis.
  • Trains and oversees the work of assigned staff. Conducts performance evaluations that are timely and constructive.
  • The omission of specific duties does not preclude the supervisor from assigning duties that logically relate to the position.


Required Knowledge, Skills and Abilities:

  • Thorough understanding of state and federal laws concerning labor relations.
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Thorough understanding of negotiation techniques.
  • Thorough understanding of dispute resolution and compensation administration.
  • Ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations.
  • Ability to handle information of sensitive and confidential nature in the utmost professional manner.
  • Effective analytical and decision-making skills. Excellent communication (oral and written), organizational, and time management skills. Effective interpersonal skills and ability to work with diverse constituents.
  • Attention to detail and adaptability to a changing environment is extremely important as well as dependability.
  • Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability.
  • Moderate physical activity. Requires handling objects of average-weight up to fifty (50) pounds or standing and/or walking for more than four (4) hours per day.

Qualifications:

  • The position requires a master’s degree in Employee Relations, Human Resources or related field.
  • SHRM-CP or SHRM-SCP certification required. Experience in higher education preferred.
  • Five (5) plus years of of professional human resource administration, including two years in employee relations.
  • Proficiency in MS Office Suite, as well as knowledge and understanding of organization structure, workflow, and operating procedures.
  • Extensive hours and weekends will be required at times.
