The Voting System Oversight Program ( VSTOP ), a project under the Bowen Center for Public Affairs at Ball State University, welcomes applicants for a VSTOP Training and Assessment Specialist. This position will lead, oversee and coordinate all training and assessment related activities for VSTOP . This includes oversight and administration of the Certificate in Election Administration, Technology, and Security ( CEATS ) program, the electronic poll book training and assessment program and the Voter Registration Access Proficiency Standards and Assessment ( VRAPSA ) program.

Position Function

Lead, oversee, and coordinate all training and assessment related activities for the Voting System Technical Oversight Program ( VSTOP ) in the state of Indiana, a project under the Bowen Center for Public Affairs at Ball State University. Some travel is required.

Minimum Education

Bachelor’s degree from an accredited institution in computer science, mathematical sciences, a social science, business administration, public administration, education, or a related field.

Minimum Experience

Some experience in managing and implementing training and assessment activities.

Minimum Other

Strong organizational and communication (both verbal and written) skills are required. Must be able to work cooperatively and collaboratively in a team setting and also perform independently.

Authorization to work in the US

Candidates for searches must have current authorization to be employed in the U.S. without employer sponsorship.

Preferred Education

Master’s degree from an accredited institution in computer science, mathematical sciences, a social science, business administration, public administration, education, or a related field.

Preferred Experience

One or more years of experience with education-related training and assessment.

Preferred Other

Pre-Employment Screening

Requires successful completion of a background check and education verification.

Job Duty

Oversee and administer the electronic poll book training and assessment program within the state of Indiana ensuring that vendors meet the Indiana Election Code specific requirements for regarding county level training on electronic poll books. Collaborate with the Indiana Secretary of State and VSTOP Team regarding the ongoing development of the protocol. Interact with each of the state’s electronic poll book vendors in order to assure legal compliance in electronic poll book training and assessment before each election.

Oversee the Voter Registration Access Proficiency Standards and Assessment ( VRAPSA ) program within the state of Indiana, which includes: develop, evaluate and maintain training materials; develop, coordinate and deliver instruction, both online and face-to-face, to statewide election workers; develop and execute all assessment activities.

Collect and conduct analysis on data for training and assessment plans from vendors for voting systems and electronic poll books to ensure compliance with Indiana Election code, and the training and assessment protocol approved by the Indiana Secretary of State. including federal VVSG guidelines for voting systems. Require vendors to modify training and assessment plans pursuant to state laws and federal guidelines.

Evaluate, develop new content and update annually the VSTOP training best practices manual for voting systems and electronic poll books; ensuring ongoing best practices for training within Indiana for the operations of voting systems and electronic poll books.

Construct and deliver reports on training and assessment outcomes for the State. Construct annual report for Secretary with recommendations regarding training enhancements as well as recommendations to the IN Election Division regarding new or modified legislation regarding electronic poll book training and assessment requirements within Indiana.
