PRIMARY PURPOSE:

Founded in 2000, the National Crime Victim Law Institute (NCVLI) is a 501(c)(3) nonprofit educational and legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI’s mission is to actively promote balance and fairness in the justice system through crime victim centered legal advocacy, education, and resource sharing. We promote crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation (in the form of amicus curiae, occasional direct representation, and legal technical assistance); education through publications and trainings (both in-person and technology-assisted); and public policy development. NCVLI is funded primarily by government grants and contracts, and this is position is partially grant funded, the continuation of which is dependent upon renewal of funding. Under the direction of NCVLI’s Director of Administration and Operations, the Community Engagement Liaison will have significant responsibilities, including complex administrative duties for the Executive Director and NCVLI Board of Directors, the strategic execution of fundraising activities, and in personnel management. To be successful in this position, the Community Engagement Liaison requires accuracy, confidentiality, excellent oral and written communication skills as well as exceptional organizational skills. This position will act as a liaison between the Executive Director and NCVLI Board of Directors with members of the external community, including NCVLI Advisory Council. The Community Engagement Liaison provides executive-level staff support for NCVLI Board of Directors committee meetings, staff meetings, manager meetings, and assists in coordinating the overall administrative functions of NCVLI. This position is responsible for the strategic execution of fundraising activities, including coordinating events, negotiating vendor contracts, implementing annual fund solicitations, and monitoring the overall revenue budget. The Community Engagement Liaison is responsible for the selection, training, supervision, evaluation, performance management, and discipline of NCVLI administrative assistants. The Community Engagement Liaison will be a mission-focused, process-minded and detail-oriented leader. This position includes internal and external functions and duties.

DESCRIPTION OF DUTIES & RESPONSIBILITIES:

Supervision (50%)

  • Responsible for the selection, training, supervision, evaluation, performance management, and discipline of NCVLI administrative assistants.
  • Supervise other assistant-level staff. Provides guidance and assistance to support staff.
  • Work with the NCVLI Leadership Team to assign long-term projects for each administrative assistant.
  • Provide leadership and strategic input with a focus on culture, mission and vision.
  • Encourage and build mutual trust, respect, and cooperation among employees.
  • Establish long-range objectives and specify the strategies and actions to achieve them.
  • Build and work with diverse teams effectively.


Administrative / Operational Support (20%)

  • Manage the workflow of the Executive Director by assessing requests from funders, staff, strategic partners and students, and interpret NCVLI policies and procedures to meet needs.
  • Advise Executive Director on urgency or priority of issues and assists with resolution.
  • Provide staffing support to NCVLI Board of Directors and Advisory Council in the management of committee activities and logistics.
  • Communicate with Board of Directors, the Advisory Council and other stakeholders on all things related to committee requirements and events.
  • Arrange for the Board of Directors and Board committee meetings, including scheduling and distribution of documents leading up to and at the meetings.
  • Responsible for attending all Board meetings, taking and transcribing minutes, providing written and oral documentation of past proceedings to enable the Board to make informed decisions. May perform same tasks for Advisory Council upon request from Executive Director.
  • Prepare confidential reports and other informational research for the use of the Executive Director in making decisions. Enforces confidentiality.
  • Conduct a variety of advanced, complex, sensitive and confidential administrative support duties for the Executive Director and other members of management including scheduling of internal and external meetings, managing travel arrangements, document and file management.
  • Implement, oversee, monitor, and participate in special projects, assignments, and activities as assigned.


Fundraising & Strategic Partnerships (20%)

  • Manage all donor-centered fundraising activities conducted by NCVLI including annual fund solicitations and Voices for Justice fundraising event.
  • Cultivate, solicit and steward a portfolio of ~100 prospects for gifts of $1,000+ through a program of directed campaigns and events, personalized correspondence (email, letter and phone), and appropriate engagement to attract, retain, and upgrade leadership level prospects.
  • Develop and implement an annual fundraising strategy, and associated goals and objectives for Annual Giving. The Community Engagement Liaison works with staff and senior leadership in developing and executing these work plans.
  • Collaborate with other staff, board members and alumni to strengthen, deepen, and expand relationships with donors and potential donors.
  • Oversee the implementation of direct mail appeals and solicitation strategies; coordinate with Events and Communications Coordinator as well as printers, mail house, and other suppliers.
  • Implement the planning and execution of all aspects of the annual Voices for Justice fundraising event.
  • Negotiate event contracts and recommends selection for venue and catering support.
  • Oversee fundraising event auction item procurement, volunteer recruitment, and logistics for guest speaker.
  • Analyze fundraising revenue and expenses, ensuring that decisions made are fiscally sound and in line with financial targets and goals.


Facilitate Communication (10%)

  • Manage and promote positive and effective cross-functional relationships with co-workers, board members, and funders.
  • Represent NCVLI to external constituencies, serving as a liaison and providing direct service to board members, donors and funders.
  • Respond to requests directly or direct to the appropriate person in a timely and appropriate fashion.
  • Act on behalf of the Executive Director in regards to establishing priorities and identifying and resolving problems that are administrative in nature.
  • Prepare and edit reports and correspondence for presentations, conferences, seminars, reports, etc. as needed.
  • Develop data-informed giving strategies, utilize data analytics, and stay abreast of fundraising standards and best practices.
  • Prepare reports for the Executive Director and Board of Directors on annual fund goals.
  • Collaborate with Executive Director and Events and Communications Coordinator to create and approve messaging and run-of-show program for Voices for Justice.
  • Interact in-person, by phone, and by email with funders, board members, staff, students, and the public in a thoughtful, respectful, and professional manner.
  • Works closely with all staff to advance NCVLI’s mission and ensure all projects are programmatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations, including those who have been historically under- or unserved.
  • Others duties as assigned by Executive Director or Director of Administration and Operations


MINIMUM QUALIFICATIONS:
  • Bachelor’s degree or relevant work experience
  • 5 years of office management experience or applicable work in an office setting
  • 5 years of fundraising experience, specifically planning events and cultivating donor relationships
  • 5 years of experience with budget management
  • Superb judgment and perception
  • Excellent organizational and project management skills
  • Excellent oral and written communication skills
  • Ability to take and prepare clear, concise, and thorough meeting minutes
  • Excellent skills in supervising, coaching, and training
  • Excellent skills in leadership, direction, and persuasion
  • Ability to work effectively with a wide variety of perspectives, personalities and backgrounds

  • Advanced knowledge of multiple software applications including Adobe (e.g., Acrobat, Connect, InDesign, Illustrator); Google (e.g., Docs, Sheets, Groups, Calendar); Microsoft Office Suite (e.g., Word, Excel, PowerPoint); and online training and collaboration programs (e.g., Zoom, Canvas, Blackboard) as well as an eagerness to stay up-to-date on technology advances.
  • Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform a variety of duties as needed in the organization.

PREFERRED QUALIFICATIONS:
  • Master’s degree or advanced business degree (JD/MBA) preferred.
  • 6 years of applicable work in an office setting
  • 4 years of supervisory experience
  • 2 year of work experience in a nonprofit or legal environment is highly desirable.
  • Experience in victim services or law fields.
  • Project Management certification
  • Certified Fund Raising Executive (CFRE)
  • Familiarity with and experience in a nonprofit or legal environment is highly desirable.
  • Conversational exposure to multiple languages to aid NCVLI’s continued efforts toward inclusivity.

PAY RATE:
  • $60,000 - 65,000 annually
  • Commensurate with experience
