About the Opportunity:
We are seeking an experienced technical professional to monitor the university's planning, preparation, execution, and study of COVID-19 viral testing for the Boston campus, and across the university's network of campuses. The COVID-19 Test Program Systems Engineer (CTPSE) will work for Senior Vice Provost and Vice President David Luzzi (SVP) to enable the successful implementation of Northeastern's ambitious viral testing and monitoring program in preparation for, and during, the Fall 2020 Semester (version 1.0), and beyond. The CTPSE will maintain an evolving definition of viral testing and Northeastern's implementation of viral testing for all phases (pre-analytical, analytical, post-analytical), and for the present implementation and possible future evolutions. The CTPSE will work with all relevant test program leaders at Northeastern to monitor planning, preparations, operations, and results of the testing program, with quantitative analysis of numbers of tested people and the frequency of testing, the number of positive test results, number of close contacts identified, the isolation and quarantined populations, and the number of people who have recovered.

The CTPSE will ensure the SVP is up-to-date on all aspects of the testing program, will join the SVP at all senior leader meetings on testing and will represent the SVP at all meetings of testing task forces and implementation teams. As the university moves towards, and into, the Fall 2020 Semester, the CTPSE will assimilate all factors, observe trends in the data and ensure the SVP is cognizant of, and that the university is positioned well for, any necessary pivots in its testing program, including the scoping and planning for version 2.0 and beyond, and for the possible addition of other types of testing including molecular and serological.

Northeastern is a leading research institution, and its testing program presents an important opportunity to advance research in COVID-19, pandemic response, and large scale logistics operations. The CTPSE will ensure the testing program is configured to enable research, working with relevant faculty experts to plan, design, and implement a research program around testing. The CTPSE will also follow development trends in testing associated with COVID-19, keeping the SVP fully informed on trends, new technologies coming on line, and predictions on points in time at which new favorable testing technologies will reach required levels of sensitivity, reliability, availability and economic viability.

This is an 18-month term positions with the possibility of renewal depending on funding and business need.

Responsibilities:

Test operations: Scoping, Set Up, Execution
  • Maintain evolving definition of Testing: Pre-analytical, analytical, post-analytical
  • Monitor Planning, Preparations, Operations, Results for Testing Version 1.0; numbers of tested: frequencies of testing for different cohorts; numbers of positive tests; numbers of close contacts; isolated and quarantined populations; numbers of recovered; performance metrics for test processing center
  • Planning for Testing Version 2.0 and beyond: Assimilate all factors, observe trends ensure university is positioned well for following on test implementations and any necessary pivots
  • Ensure industry best practices, techniques, and standards are being used throughout entire project execution

  • Advise and Represent Leadership
  • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress
  • Ensure the SVP is informed on all aspects of the testing program and emerging new technologies for testing
  • Participate with SVP at senior level meetings on testing
  • Represent the SVP at all meetings of testing task forces and implementation teams
  • Develop and maintain strong working relationships with all testing program operational leaders and managers

  • Qualifications:
    • 5 years' experience in engineering with preference for systems engineering
    • MS or equivalent in engineering or operations research required; PhD preferred
    • Proven ability to solve problems creatively
    • Strong familiarity with project management software tools, methodologies, and best practices
    • Experience seeing projects through the full life cycle
    • Excellent analytical skills
    • Strong interpersonal skills
    • Strong ethics and integrity; active security clearance a plus
