MALCOLM X COLLEGE

Malcolm X College seeks a Dean of Adult Education to carry out the mission of providing educational programs that help adults become literate, learn English as Second Language, obtain a HSE credential, and/or gain the knowledge, skills and guidance necessary for transition to college and career pathways. The Dean of Adult Education directs manages, and provides leadership in all instructional and academic support systems within the college's Adult Education program. In addition, the position oversees the placement testing of student; evaluating curriculum and courses of instruction; managing Adult Education instructors, managers, and transition staff; and ensures the effective delivery of instruction and support services to students.
ESSENTIAL DUTIES:
  • Provides direction and leadership in the management of staff and the administration of programs offered through the Office of Adult Education (AE) including adult basic education /general educational development (ABE/GED), ESL to develop English language skills, and citizenship courses offered at the campus and its satellite and off-site locations.
  • Reviews instructional materials, student outcomes, and related performance data to assess level of success in helping students develop and improve their reading, writing and math skills.
  • Coordinates with senior leaders at the college and District level staff in the revision of instructional materials and courses to improve efforts in preparing students to transition to postsecondary education and career preparation.
  • Directs staff in the collection and maintenance of program and student data in compliance with Illinois Community College Board (ICCB) grant requirements.
  • Oversees the preparation of mandated reports documenting placement testing, student assessment test results, performance level gains, and related performance data on students' progress.
  • Meets with district staff and ICCB representatives to discuss program reporting, performance data, corrective action plans, and other opportunities for improvement.
  • Manages AE grants and the college's budget allocations for the Office of Adult Education, overseeing the development of budgets and the allocation of funds to various accounts. Monitors budget expenditures for adherence with grant guidelines and CCC policies for procurement and personnel expenditures.
  • Leads staff meetings aimed at evaluating current processes, policies and practices and implementing changes and plans for continuous improvement to help improve student engagement, retention, level gains, attainment, and transition.
  • Supervises Adult Education Managers responsible for the day-to-day operations of the AE programs and the direct supervision of instructors including Adult Educators, Adult Education Coordinators, and clerical staff.
  • Participates in the recruitment, interviewing, hiring, and evaluating of staff. Conducts performance evaluations. Administers disciplinary actions as required. Recommends termination or employment when appropriate.
  • Evaluates staff and instructors to ensure the continuity of quality program services and classroom instruction. Recommends retention or non-retention. Provides written and verbal feedback on instructional quality according to Board/Union Collective Bargaining Agreements.
  • Leads staff in the coordination of registration activities each semester including the scheduling of testing and registration dates for all program locations, the entry of class sections into the college's student administration systems, and related registration activities.
  • Provides management oversight of Transition Specialists and develops procedures in coordination with college administrators to facilitate the transition of AE students to postsecondary education and training, i.e. non-credit/ (Bridge) and credit (Gateway) programs.
  • Works collaboratively with senior leadership at the college and District level to develop and implement adult education plans (i.e. levels of ESL and high school equivalency preparation class offerings), and credit and non-credit pathways to college programs.
  • Cultivates an organizational culture of ethical behavior, positivity, professionalism, employee empowerment, satisfaction, and productivity.


Qualifications :

  • Master's Degree or higher from an accredited college or university in Education, Adult Education, Public Policy, Workforce Development or a related field.
  • Five years of teaching experience in an educational setting and/or comparable level of experience, including but not limited to experience in workforce development and developmental education.
  • Two years of administrative experience in a community college setting or comparable level of experience.
  • Experience developing and implementing adult educational programs highly desirable. Managerial experience highly desirable.
  • Experience working in a collective bargaining environment, especially in a higher education institution desirable.
  • Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint).
